The Office of Borough Manager is hereby created by the Council of the Borough of Riverside.
The Manager shall be appointed for an indefinite term by a majority of all members of the Council. The Manager shall serve at the pleasure of the Council, and he may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, the Council shall furnish the Manager with a written statement setting forth its intention to remove him.

The Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to the duties of the office as herein outlined. The Manager need not be a resident of the Borough or of the Commonwealth of Pennsylvania at the time of appointment, but, during the tenure of office, he or she may reside outside the Borough. The Borough Manager shall establish and maintain, as his or her principal place of residence, a residence situate within a fifteen-mile radius of the Borough of Riverside.
Before entering upon his duties, the Manager shall give a bond, in a sum equal to all of the Borough's revenues, to the Borough, with a bonding company as surety, to be approved by the Council, conditioned upon the faithful performance of his duties, the premium for said bond to be paid by the Borough.

The salary of the Borough Manager shall be fixed from time to time by the Council.
A. 
The Manager shall be the Chief Administrative Officer of the Borough and shall be responsible to the Council as a whole for the proper and efficient administration of the affairs of the Borough placed in his charge. The powers and duties for administration of all Borough business shall be vested in the Manager, unless expressly imposed or conferred by statute or ordinance upon other Borough officers.
B. 
Subject to recall by ordinance of the Council, the powers and duties of the Borough Manager shall include the following:
(1) 
Supervise and be responsible for the activities of all municipal departments.
(2) 
Hire and, when necessary for the good of the Borough, suspend or discharge any employee under his supervision, with Council approval.
(3) 
Fix wages and salaries of all personnel under his supervision, within a range previously determined by the Borough Council.
(4) 
Prepare and submit to the Borough Council a budget for each fiscal year.
(5) 
Obtain from the heads of each department estimates of revenues and expenditures which he may review and may revise before submitting the budget to the Borough Council.
(6) 
Administration of the budget after its adoption by the Borough Council.
(7) 
Develop, in conjunction with the preparation of the budget, long-range fiscal plans for the Borough, such plans to be presented annually to the Council for its review and adoption.
(8) 
Hold other such Borough offices and head such departments as the Borough Council may from time to time direct.
(9) 
Attend all meetings of the Borough Council and its committees, with the right to take part in the discussions.
(10) 
Prepare the agenda for each meeting of the Borough Council and supply facts pertinent thereto.
(11) 
Keep the Borough Council informed as to the conduct of Borough affairs, submitting periodic reports on the condition of the Borough finances and such other reports as the Borough Council requests.
(12) 
Submit to the Borough Council, as soon as possible after the close of the fiscal year, a complete report on the finances and the administrative activities of the Borough for the preceding year.
(13) 
See that the provisions of all franchises, leases, permits and privileges granted by the Borough Council are observed.
(14) 
Employ, by and with the approval of the Borough Council, experts and consultants to perform work and to advise.
(15) 
Attend to the letting of contracts in due form of law, supervising the performance and faithful execution of the same, except insofar as such duties are expressly imposed by statute upon some other Borough officer.
(16) 
Be responsible for all accounts payable and receivable.
(17) 
Serve as purchasing officer of the Borough and purchase, in accordance with the provisions of the Borough Code,[1] all supplies and equipment for the agencies, boards, departments, and other offices of the Borough.

(18) 
Keep an account of all purchases and, from time to time or when directed by the Borough Council, make a full written report.
(19) 
Issue rules and regulations, subject to the approval of the Borough Council, governing the purchase of all municipal supplies and equipment.
(20) 
Investigate and dispose of all complaints regarding Borough services and personnel and report to the Council thereon.
(21) 
Enforce the ordinances and regulations of the Borough not designated by Council for enforcement by another officer.
(22) 
Represent the Borough in deliberations with other governmental bodies.
(23) 
Acknowledge and execute documents on behalf of the Borough by signing papers, contracts, obligations and documents that are properly presented to him.
(24) 
Prepare personnel planning programs.
(25) 
Review, analyze and recommend improvements in the administrative organization and procedures throughout the Borough.
(26) 
Participate in and administer labor relations programs, including conducting contract negotiations, contract administration and related programs.
(27) 
Maintain proper personnel records for all employees of the Borough, which shall reflect all aspects of the service of each employee.
(28) 
Keep the citizens informed as to conditions, plans, requirements, regulations and procedures by notices and articles posted and published in local papers and such other means as may be suitable.
Other than for the purposes of inquiry, the Council or any of its members or any of the Borough committees or their members shall deal with the administrative service solely through the Manager, and the Council or any of its members or the Borough committees or their members shall not give orders, publicly or privately, to any subordinate of the Manager.
If the Manager becomes ill or needs to be absent from the Borough, he shall designate one qualified member of his staff to perform the duties of Manager during his absence or disability. The person so designated shall not perform these duties for a period longer than two weeks without the approval of the Council.
