§ 81-1 Town Meetings.

A. 
The Spring Town Meeting by default shall be held on the last Monday in April. If the Board of Selectmen determine it infeasible or undesirable to hold the Spring Town Meeting on the last Monday in April, then, on a year-by-year basis, the Selectmen may establish a different date, sometime in March, April or May, upon which to hold the Spring Town Meeting so long as they provide formal public notice of that date at least six weeks prior to the date established.

B. 
The Fall Town Meeting by default shall be held on the third Monday in October. If the Board of Selectmen determine it infeasible or undesirable to hold the Fall Town Meeting on the third Monday in October, then, on a year-by-year basis, the Selectmen may establish a different date, sometime during September, October or November, upon which to hold the Fall Town Meeting so long as they provide formal public notice of that date at least six weeks prior to the date.

C. 
Adjourned sessions of the Spring and the Fall Town Meeting shall be scheduled for subsequent Monday evenings, unless an alternative day is approved by a majority of those present and voting.

§ 81-2 Quorum.

A quorum for any Special Town Meeting shall consist of 2% of the registered voters of the Town as of the preceding January.

§ 81-3 Posting of Warrant.

Every Town Meeting shall be called by posting attested copies of the Warrant calling the same in two or more public places in the Town 14 days at least before the day appointed for said meeting.

§ 81-4 Scheduling of business.

A. 
All business, other than the election of officers and the determination of such matters as by law are required to be by ballot, shall be held at 7:00 p.m. of the first session of the Spring Town Meeting. The election of officers and other voting by ballot shall be held on the fourth Tuesday following the first session of the Spring Town Meeting, at which time the polls shall remain open from 7:00 a.m. until 8:00 p.m.
B. 
No elected or appointed Town board shall hold a regular meeting when a Town Meeting is in session.

§ 81-5 Motions to reconsider.

At any Annual or Special Town Meeting, no motion to reconsider shall be made at the initial or an adjourned session except by the affirmative vote of 2/3 of the voters present and voting.

§ 81-6 Powers and duties of moderator. [1]

The moderator may, without a count being taken, make public declaration of all votes requiring a two-thirds vote by statute, and such declaration shall be final unless the ruling of the moderator is immediately contested by seven or more voters.

§ 81-7 Abstracts of records.

The Town Clerk shall furnish for publication in the Annual Town Report an abstract of the official records of all elections and Town Meetings held during the preceding fiscal year. He shall also furnish for the same purpose an abstract of the vital statistics concerning only residents of Groton and the number of entries of vital statistics for nonresidents for the preceding calendar year.
