The Town ratifies and confirms the agreement dated February 16, 1982,
as amended February 26, 1982, between the Board of Selectmen and the Board
of Directors of the Groton Water Company and ratifies the action of the Selectmen
taken under the provisions of MGL C. 40, § 38, in providing for
the purchase of the whole water rights, estates franchises and privileges
of the Groton Water Company under the provisions of said section.

Whenever the cost of a project for laying pipes is financed wholly or
in part by betterment assessment, the allocation of costs to each property
to be assessed shall be computed by dividing the last annual assessed valuation
of such property by the total valuation of all property subject to betterment
assessment and multiplying the result by that portion of the project cost
to be recovered by betterments.
