No person owning or occupying premises in front of which a fire hydrant is located shall permit hedges, shrubbery and the like to grow against such hydrant or so near to it, nor shall any person throw or deposit snow or ice against any fire hydrant or so near to it, as to interfere with ready access to it for water supply or ready recognition of it.
This chapter shall be enforceable by any member of the Borough Police Department, Fire Chief or the Fire Official of the Borough. Summons for violation of this chapter may be served upon a defendant by affixing it to the vehicle involved in the violation. In the event that such violation represents an immediate hazard to the safeguard of the public safety and welfare, the enforcing officer may, after notifying owner, if possible, at his discretion, have such vehicle or obstruction removed. The person, persons or corporation responsible for such violation thereof would pay the reasonable cost.
Any person violating any of the regulations to be promulgated pursuant to this chapter shall, upon conviction thereof, be punishable as provided in Chapter 1, § 1-16, of this Code. The Judge may also consider whether or not such person is responsible for or has paid the reasonable fees for the removal of any such object or vehicle in violation of this chapter.
