Banners and other forms of public displays of information may be permitted on public property or rights-of-way within the Borough, provided that such displays meet the following requirements:
A. 
Displays are permitted only on behalf of Florham Park community organizations. By allowing the mounting of organizational displays, the Borough intends to promote volunteer efforts in the community, recognize beneficial achievements, and celebrate significant events or dates.
B. 
All display designs shall be submitted for review by the Borough Administrator. Each submission shall be accompanied by a completed display permit application. The Borough Administrator shall communicate with the organization regarding any unacceptable aspects of the proposed display design.
C. 
Upon receiving a display recommendation from the Borough Administrator, the governing body shall vote to approve or disapprove the recommendation prior to mounting the display.
D. 
The time period allowed for any display shall be limited in accordance with the decision by the governing body, but in no circumstances shall any display be allowed beyond 21 days.
E. 
It is the responsibility of the sponsoring organization to provide to the Department of Community Services, in a timely manner, the permitted banner or display. The Department shall be responsible for mounting the display on or before the beginning date of the approved time period and for removal of the display at the ending date of the approved time period.
F. 
The Borough reserves the right to remove or relocate any display in the event that circumstances warrant such a removal or relocation prior to the end date of the permitted use.
G. 
Any banner or other form of public display of information that is displayed on public property or right-of-way in the Borough in violation of this article shall be removed or relocated by the Borough.
H. 
The fee for display of a banner shall be $100. All nonprofit community organizations shall be exempt from the requirement to pay this fee.
