A.
There
shall be a Division of Recreation, Natural Resources and Culture,
the head of which shall be the Division Head. The Division Head, with
the approval of the Mayor, shall establish divisions and offices within
the Division for the effective administration of the functions assigned
to the Division.
B.
Duties.
The Division shall oversee, develop and maintain the City's natural
resources, parks, trees and open spaces; coordinate the development
and operation of cultural activities, programs and facilities; and
develop and operate recreational activities and programs.
There shall be a Division of Culture, headed
by the Director whose title shall be Administrator, Cultural and Heritage
Affairs. The Division shall:
A.
Administer and operate the following cultural institutions,
including: Ellarslie, the Trent House, the Mill Hill Playhouse, the
Eagle Tavern, the Douglass House and the Artworks Building.
B.
Coordinate activities of the above institutions and
ensure coordination among the City, state and private cultural and
heritage institutions in the greater Trenton area.
C.
Sponsor and administer cultural and heritage programs
and activities in cooperation with other public and private agencies
and organizations.
D.
Coordinate with private and public cultural institutions
and funding agencies and advocate for the City's continuing cultural
growth.
E.
Under the direction of the Administrator, Cultural
and Heritage Affairs, oversee management of the Mill Hill Playhouse.
F.
Under the direction of the Administrator, Cultural
and Heritage Affairs, oversee management of the City Museum at Ellarslie.
G.
Under the direction of the Administrator, cultural
and Heritage Affairs, oversee management of the Trent House.
A.
Findings. The Mayor and City Council find and declare
that:
(1)
This City is uniquely rich in that its history and
culture have been crucial to the creation of our country and state.
(2)
The enormous historical and cultural wealth that exists
in this City can be used as a tool for growth and redevelopment of
the City and for the benefit of its citizens.
(3)
To ensure the continuing important role that private
agencies, commissions and individuals have played in keeping our cultural
institutions alive, it is necessary and appropriate for the City to
utilize these former organizations and individuals in establishing
a cultural resources Council (CRC).
B.
Purpose. In an effort to promote and support the City
as a major cultural and historical center, we have recognized the
need and established a Division of Culture within the Division of
Recreation, Natural Resources and Culture.
C.
Duties of Cultural Resource Council. To ensure the
goal of fostering civic pride and promoting the cultural and historical
resources available in the City, the Cultural Resource Council shall:
(1)
Serve as the primary advisory Council to the Mayor
on all matters pertaining to cultural and historic resources and opportunities,
including matters related to policy, promotion and management.
(2)
Assist the Mayor in developing a short- and long-term
strategy to make the City a vibrant cultural center, building upon
existing resources and institutions.
(3)
Generate ideas and assist in identifying public and
private resources to promote cultural and historic institutions and
programs.
(4)
Facilitate a regular system of communication among
cultural and heritage institutions in the greater Trenton area through
regular meetings and occasional conferences and workshops.
(5)
Encourage the use of our cultural facilities in order
to increase usage and maximize rental income whenever possible.
(6)
Encourage and facilitate the work of the many private
and public arts and heritage organizations in and around Trenton.
(7)
Encourage agencies such as the Capital City Redevelopment
Corporation, the Trenton Downtown Association, the Chambersburg Restaurant
Association, the Mercer County Chamber of Commerce and similar organizations
to promote cultural and heritage facilities and activities.
(8)
Develop good working relationships with the Mercer
County Cultural and Heritage Commission, the New Jersey Council on
the Arts and the New Jersey Historical Commission.
D.
Council membership, appointments, procedures.
(1)
The Cultural Resource Council shall consist of 35
members, appointed by the Mayor with the advice and consent of City
Council.
(2)
The membership shall be divided into three classes:
(a)
Organization members. One member, usually the Director,
or his/her designee, of the following departments and organizations:

Housing and Economic Development.
[4]
Division of Culture.
[5]
Trenton Convention and Visitors Bureau.
[6]
Free Public Library of Trenton.
[7]
Board of Education, Performing and Fine Arts
Coordinator.
[8]
Trent House.
[9]
Trenton City Museum.
[10]
Mill Hill Playhouse.
[11]
Douglass House.
[12]
Department of State.
[13]
Office of Legislative Services.
[14]
War Memorial.
[15]
New Jersey State Museum.
[16]
Old Barracks.
[17]
Historic Preservation Specialist.
(b)
Citizen members. Any member of the following organizations
shall also be eligible for appointment as a citizen member:

Trent House Association.
[2]
Trenton Museum Society.
[3]
Friends of the Douglass House.
[4]
Friends of the Free Public Library.
[5]
Trenton Historical Society.
[6]
Trenton Artists Workshop Association (TAWA).
[7]
Artworks.
[8]
Minority Arts Assembly.
[9]
Contemporary Club.
[10]
Performing Arts Coalition of Trenton.

Performing Art Representative.
(c)
There shall also be six citizens at large with an
interest in Trenton's development as a cultural center.
(d)
Member of City Council. There shall be a member of
City Council, appointed by the Council President.
E.
Residency. At least half of the members of the Cultural
Resources Council shall be residents of the City.
F.
Officers. The Mayor, or his/her designee, shall serve
as Chairperson of the Cultural Resources Council. The Director of
Recreation, natural resources and culture shall serve as Vice Chair
of the Council.
G.
Length of term. All citizen appointments, whether
from organizations or at-large, shall be for one-year terms. A member
of City Council shall be appointed by the Council President each year
as its designee to the Cultural Resources Council. Members of the
Council who are either directors or their designees or from the Secretary
of State's office shall have terms which coexist with their terms
of office.
