An Office of Building and Planning of the City
of Cohoes is hereby established.

The Mayor is authorized to appoint a person
to the position of Commissioner of Building and Planning and a person
to the position of City Planner.
The Commissioner's duties shall include, but
shall not be limited to, setting policies and directing all Building
and Planning operations, including the supervision of personnel.
A.
The Commissioner of Building and Planning shall, in
the absence of a Director of Code Enforcement, also serve as the Director
of Code Enforcement and shall perform all of the duties and have all
of the powers thereof.
B.
The Commissioner of Building and Planning shall, in
the absence of a City Planner, also serve as the City Planner and
shall perform all of the duties and have all of the powers thereof.
C.
The Department of Code Enforcement, Office of the
City Planner and Office of the City Engineer shall be under the supervision
of the Office of Building and Planning and as such, the heads of those
departments shall report to the Commissioner of Building and Planning.

The Commissioner of Building and Planning shall also
perform such other duties as may be required by the Mayor or the Common
Council.

The Mayor may appoint a proper and suitable
person, as provided by this Charter, who shall be City Engineer. Such
person shall be a certified professional engineer.

It shall be the duty of the City Engineer to
perform all the ordinary engineering and surveying services in the
affairs and business of the City and to supervise all the work done
for the City in which the skill of an engineer may be required or
useful. The City Engineer shall perform such other duties as may be
prescribed by the Mayor or by legislative act of the Common Council.
