All direct flow and storage rights attached
to all land included in a subdivision or in an area to be annexed
to the Town shall be deeded to the Town by water right deed prior
to approval of the subdivision plat or prior to enactment of an annexation
ordinance. The water right deeds shall be subject to the inspection
and approval of the Town Attorney. The Town Council may cause the
water right deeds to be redrafted to meet the satisfaction of the
Town Council prior to approval of the plat or prior to enactment of
an annexation ordinance.
