a. 
The provisions of the N.J.S.A. 40:8A-1 et seq. and N.J.S.A. 26:3A2-1 et seq. authorize agreements between municipalities or local boards of health for the provision of public health services.
b. 
The provisions of N.J.S.A. 40:8A-3 authorize autonomous boards providing service within a municipality to become a party to such a contract with the consent of the governing body, and that after such consent is duly given such board may enter into the contract by resolution without need of publication or hearing.
c. 
The Board of Health of the Township of Bernards wishes to enter into a contract for local public health services with the Borough of Bernardsville, Borough of Far Hills, Township of Bedminister, Borough of Peapack-Gladstone, Township of Mendham, Borough of Mendham and the Borough of Chester for the provision of health services of a technical and professional nature in consideration of payment as set forth in said contract.
d. 
The Township hereby consents to the Board of Health of the Township of Bernards becoming a party to said contract, and that the Mayor is hereby authorized to execute said contract on behalf of the Township.
