The conduct of voting by an absentee voter will
be done in the same manner as prescribed for absentee voting in the
Annotated Code of Maryland, except as hereinafter set forth:
A.Â
The words "Town of Oakland" shall be read in all places
now reading "State" or "State of Maryland".
B.Â
The words "Town of Oakland" shall be read in place
of "County or Baltimore City."
C.Â
This article applies to elections for all candidates
and other questions at any election held in any year.
D.Â
Applications for absentee ballots in accordance with
the requirements of this article shall be available to any qualified
voter upon request to the Town Clerk.
E.Â
The words "Judges of Elections" shall be read in place
of "board."
F.Â
The size, form and content of the absentee ballot,
envelope and other papers shall be as prescribed by the Judges of
Elections.
G.Â
The instructions for the casting of absentee ballots
shall be as prescribed by the Judges of Elections.
H.Â
The following guidelines shall also apply:
(1)Â
Opening or unfolding ballots. The Judges of Elections
shall not open or unfold any absentee ballot at any time prior to
the closing of the polls and the beginning of the canvass of the absentee
ballots.
(2)Â
Procedure generally. At any time after the closing
of the polls and not later than the canvass of the votes cast at the
regular voting places at any election, the Judges of Elections shall
meet at the City Hall and shall proceed to count, certify and canvass
the absentee ballots contained in the ballot envelopes, received by
them prior to the closing of the polls on election day. No ballot
shall be rejected by the Judges of Elections except by the unanimous
vote. All voters' applications, medical certificates, notarial affidavits,
certifications, ballot envelopes and ballots shall be kept separate
and apart from ballots cast at the regular voting places and retained
for six months after the date of election at which they were cast,
unless, prior to that time, the Town of Oakland shall be ordered by
a court of competent jurisdiction to keep the same for any longer
period.

Contests concerning registration shall be decided
by the Judges of Elections. An appeal of the action of the Judges
of Elections may be made to the Town Council within 30 days of the
action complained of. An appeal from the action of the Town Council
may be taken to the Circuit Court for Garrett County, Maryland, in
accordance with the Maryland Rules of Procedure for Administrative
Appeals.
J.Â
The words "Judges of Elections" shall be read in place
of "State Administrative Board of Election Laws and the (several)
boards."
The Judges of Elections may delegate to other
persons such duties as they may see fit, but the responsibility for
the proper performance of these duties by such persons will remain
with the Judges of Elections.
Any regulations pertaining to absentee voting
not addressed in this article shall be conducted pursuant to state
regulations.
