The words, terms and phrases used in this chapter shall, for the purpose of this chapter, have the meanings respectively ascribed to them by Article I of the Vehicle and Traffic Law of the State of New York.
All regulations set forth in this chapter shall apply to motorcycles as well as automobiles, trucks or any other motor-driven vehicle.
There is hereby established a Traffic Violations Bureau to handle minor traffic violations. Such Bureau shall be financed within the appropriations set forth in the Police Court budget and shall operate five days a week between the hours of 10:30 a.m. and 1:00 p.m.
A. 
It is a traffic infraction for any person to violate any of the provisions of this chapter or of any local law, order, rule or regulation adopted pursuant to this chapter, unless such violation is by this chapter, the Vehicle and Traffic Law or other law of the state declared to be a misdemeanor or a felony.
B. 
Every person convicted of a traffic infraction for a violation of any of the provisions of this chapter or of any law, order, rule or regulation adopted pursuant to this chapter for which another penalty is not provided under the provisions of the Vehicle and Traffic Law or the provisions of this chapter shall, for a first conviction thereof, be punished by a fine of not more than $100 or by imprisonment for not more than 15 days, or by both such fine and imprisonment; for a second such conviction within 18 months thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 45 days, or by both such fine and imprisonment; upon a third or subsequent conviction within 18 months after the first conviction, such person shall be punished by a fine of not more than $300 or by imprisonment for not more than 90 days, or by both such fine and imprisonment.
