An emergency shall exist whenever there has been officially declared by the United States Government or any branch thereof a national emergency or disaster or a state of emergency or where any other similar declaration of public emergency or disaster has been made by any official of the United States Government, State of New York or the County of Jefferson. Further, an emergency shall be deemed to exist when so declared by the Village Board of the Village of Alexandria Bay.
A. 
In the event of an emergency, the Mayor shall have the power to appoint and deputize interim successors for possible temporary succession to the powers and duties, if any, of any Village officer or employee. The Mayor shall have such power when the Mayor duly finds that the person currently in that office or in that position of employment is unable, due to death, disability or circumstances of the emergency or disaster, to perform the powers and duties of that office or position. The Mayor shall give due deference to the selection of successors, if any, as designated by officers and department heads in writing.
B. 
In the event that the Mayor is unable to act for any reason, then this power shall be given to the Deputy Mayor.
A. 
The Mayor shall, upon appointment, file with the Village Clerk a list of all emergency interim successors so appointed as soon as possible.
B. 
Salary of interim successor. An emergency interim successor shall serve without salary. Such emergency interim successor may, however, be reimbursed for any actual expenses incurred in the performance of his duties and may receive a salary if so designated by the Village Board.
