Township of Rochelle Park, NJ Chapter 26 Payroll Services

Article I Electronic Disbursement Controls

§ 26-1 Approval of the use of disbursing organization for payment of claims.

The use of a servicer for payment of payroll agency claims is hereby authorized. The servicer shall be permitted to perform the following tasks:

A. Data collection.

B. Servicer report preparation.

C. Calculation of withholding.

D. Direct deposit of payroll disbursements.

E. Municipal transfer of funds to the disbursing organization account for subsequent payment.

§ 26-2 Approval officer.

A. The Chief Financial Officer of the Township of Rochelle Park is hereby designated as the approval officer who shall be responsible for authorizing and supervising the activities of the disbursing organization. This authorization is made pursuant to the provisions of N.J.S.A. 40A:5-17(a)(1).

B. The duties of the approval officer shall be supplemented to include the reconciliation and analysis of all general ledger accounts affected by the activities of the disbursing organization.

C. The approval officer shall also be authorized to enter into an agreement with the disbursing organization which will allow holding of funds pending transmittal of those funds to a payee. The disbursing organization shall be authorized to hold the funds pending transmittal.

§ 26-3 Compliance with laws and regulations.

The Township of Rochelle Park specifically adopts all requirements of N.J.A.C. 5:30-17.1 et seq., as if set forth herein at length and verbatim.
