No person shall engage in the business of hawker
or peddler in the Village without first obtaining a license therefor.
This requirement shall include a badge or certificate bearing the
name of the individual, the name of the organization represented and
effective date and the expiration date plainly visible thereon.
As used in this article, the following terms
shall have the meanings indicated:
HAWKER OR PEDDLER
Any person traveling by foot, wagon, automotive vehicle or
other conveyance from street to street, from house to house or from
place to place carrying or transporting goods, wares or merchandise
and offering the same for sale.
Nothing herein contained shall prohibit hawking
or peddling by an honorably discharged soldier, sailor or marine who
is crippled as a result of injuries while in the naval or military
service of the United States or the holder of a license granted pursuant
to § 32 of the General Business Law.

Any person committing an offense against any
provision of this article shall, upon conviction thereof, be guilty
of a violation pursuant to the Penal Law of the State of New York,
punishable by a fine not exceeding $250 or by imprisonment for a term
not exceeding 15 days, or both such fine and imprisonment.
