The owner, occupant, or tenant of any property in the Borough shall remove from any sidewalk, fronting or along such property and fronting or along a public street, all ice, snow, hail, or sleet fallen or formed thereon within 18 hours after the same has ceased to fall or to form; provided that the responsibility for such removal shall be:
A. 
The owner's where he occupies such property, where such property is unoccupied, or where the property contains multiple businesses or multiple dwellings; or
B. 
The occupant's or tenant's where he alone occupies such property.
If any property owner does not comply with this article, the Borough may do the necessary work and charge such person all the costs plus 10%.
Any person violating any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days; provided that each violation of any provision of this article, and each day the same is continued, shall be deemed a separate offense.
