A commission is hereby established in Mantua Township, Gloucester County, New Jersey, to be known as the "Mantua Township Veterans Commission."

The purposes of this Commission are to inform veterans of armed services of the United States and the New Jersey National Guard of their rights and privileges as the same may come to the attention of the Commission; to promote veterans' rights; to arrange for appropriate ceremonies honoring veterans on holidays or otherwise; to maintain the Township's Veterans' Memorial Plaza; and to maintain the World War II Barnsboro monument located in front of the Dr. Harold Simmerman Administration Building located on Main Street in Barnsboro.
A. 
This Commission shall consist of seven members, appointed by the governing body for terms of three calendar years.

B. 
Two alternate members shall also be appointed by the governing body and designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." The term of each alternate member shall be for two years, except that the terms of the alternate member shall be such that the term of not more than one alternate member shall expire in any one year, provided, however, that in no instance shall the term of an alternate member first appointed exceed two years. All terms shall run from January 1 of the year in which the appointment is made. Alternate members may participate in discussions of the proceedings but may not vote, except in the absence or disqualification of a regular member of the Commission. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall be designated as the individual entitled to vote first.

C. 
If a vacancy of any member on the Commission or alternate member on the Commission shall occur otherwise than by expiration of term, it shall be filled by appointment of the governing body as provided herein for the unexpired term only.

The members of the Commission shall receive no salary. Expenses of the activities of the Commission shall be approved by the governing body before the expenses are incurred and shall be paid by the governing body.
The Commission shall adopt bylaws for its government, which may be changed from time to time by the Commissioners. A copy of the bylaws shall be on file in the office of the Township Clerk.
