[Former Ch. 52, Buildings, Unsafe, adopted 9-22-1976 by L.L. No. 10-1976, was repealed 12-27-1984 by L.L. No. 5-1984. Section 3 of L.L. No. 5-1984 provided as follows: ][1]

"This chapter and local law do not apply for any building for which a permit has been issued before this local law comes into force, on condition that the construction is commenced within one year after the permit is issued." "This chapter" refers to Ch. 72, Fire Prevention and Building Construction. Section 5 of L.L. No. 5-1984 provided as follows: "This amendment to Chapter 72 of the Code of the Village of Rouses Point and the repeal of Chapter 52 of said Code shall not affect the following classes of liabilities, rights, obligations, duties, prosecutions or enforcements for violation or any violations which are hereby expressly saved from repeal: "
"(a) Any right or liability established accrued or incurred under the prior legislation known as `Chapter 72' or `Chapter 52' of the Code of the Village of Rouses Point prior to the effective date of this law, but subsequent to the effective date of said prior Chapter 72 or Chapter 52, which dates were respectively December 21, 1981, and September 22, 1976, or any action or proceeding or right to bring any action or proceeding for the enforcement of such right or liability or enforcement of said Chapter 72 or said Chapter 52. "
"(b) Any offense or act committed or done before the effective date of this local law in violation of the prior legislation known as `Chapter 72' or `Chapter 52' of the Code of the Village of Rouses Point and punishment, judgment or forfeiture which may result therefrom. "
"(c) Any prosecution indictment, action, suit or other proceeding now pending or the right to prosecute for same which occurred prior to or any judgment rendered prior to the effective date of this local law brought pursuant to any provision of the said prior legislation known as `Chapter 72' or `Chapter 52' of the Code of the Village of Rouses Point."]
