A Commission to be known as the "Butler Township Fire Commission" (hereinafter "Commission") be and is hereby established.
A. 
The Commission shall be composed of seven members consisting of:
(1) 
The elected Township Commissioner who shall be in charge of the Company with responsibility over the Fire Companies, who shall serve as the Chairman of the Commission.

(2) 
One other Township Commissioner who shall be appointed by the President of the Board of Commissioners.
(3) 
One member from each Volunteer Fire Company. Nominations by each Fire Company shall be made to the Board of Commissioners, and the appointment shall be made by the Board of Commissioners.

B. 
The terms of membership on the Commission shall be:
(1) 
Commissioners: two years.
(2) 
Fire Company members. Two members from the Fire Companies shall be appointed for one-year terms; and three members shall be appointed for two-year terms. All subsequent appointments shall be for two-year terms.

C. 
Vacancies in the Commission shall be filled by the Board of Commissioners from nominations received from the Fire Company whose member created the vacancy by leaving.

D. 
The Butler Township Fire Marshal shall serve as an ex-officio member of the Commission.

A. 
The Commission shall serve as an advisory board to the Board of Commissioners. The Commission shall assure the most efficient use by the Fire Company of funds disbursed to the Companies, including but not limited to the avoidance of the duplication of functions and duplication of purchases of equipment.
B. 
The Commission shall submit, on behalf of the Fire Companies, an annual request for funds, including a detailed itemization of expenditures and income, to the Board of Commissioners by September 1 of each year.
