§ 9-1 Regular meetings.

Regular meetings of the Borough Council shall be held on the fourth Tuesday of every month at 7:30 p.m. in the Council Chambers in the Municipal Building.

§ 9-2 Special meetings and executive sessions.

A. 
Special meetings of the Council or any of the Council's committees may be held at any convenient time, provided that the President of Council shall cause notice of the same to be given to the other members of the Council and in accordance with the Sunshine Law of Pennsylvania, 65 Pa.C.S.A. §701 et seq. Any five members of the Council may themselves call a special meeting of the Council, provided that all members of the Council have been duly and legally notified of the time, place and purpose of the meeting and that the proper meeting notice is given in accordance with the Sunshine Law of Pennsylvania.

B. 
Executive sessions may only be held in accordance with the Sunshine Law of Pennsylvania.

§ 9-3 Standing committees.

A. 
At the organizational meeting of the Council, or as soon as practicable thereafter, the President of Council shall appoint such standing committees as shall be established from time to time by resolution of the Borough Council.[1] Said standing committees shall regularly meet at such times and places as shall be established from time to time by resolution of Borough Council.

Editor's Note: Resolution No. 2008-3, adopted 2-26-2008, established the following standing committees: Finance Committee, Personnel Committee, Planning and Betterment Committee, Safety Committee, Streets Committee and Wastewater Committee.
B. 
Each standing committee shall be composed of three members, the first named to be Chairman of the committee.

§ 9-4 Voting.

A. 
The vote in Council shall be taken by acclamation, except the following, in which case the vote shall be taken by roll call by the Secretary:
(1) 
All measures relating to the levying of the annual tax rate.
(2) 
When any vote by acclamation is not unanimous.
(3) 
When any member of the Council shall call for a yea and nay vote.
(4) 
When the law requires a yea and nay vote.
B. 
The yeas and nays shall be recorded in the minutes in all votes taken in such manner.

§ 9-5 Order of business.

The following shall be the order of business for all meetings of the Council:
A. 
Reading of the minutes of the previous meeting of the Council.
B. 
Report of the Treasurer.
C. 
Consideration of bills.
D. 
Requests and complaints from citizens in attendance.
E. 
The Mayor's report.
F. 
Reports of standing committees.
G. 
Reports of special committees.
H. 
Unfinished business.
I. 
New business.
J. 
Adjournment.

§ 9-6 Rules of order.

The rules contained in Robert's Rules of Order Newly Revised shall govern the conduct of the meetings of Council in all cases in which those rules are not inconsistent with any other section of this article or with any provision of the law governing the conduct of a Borough Council meeting.

§ 9-7 Secretary.

In addition to keeping the records of the Council and the minutes of its meetings, it shall be the duty of the Secretary to notify officers, committees and delegates of their appointments; to furnish committees with all papers referred to them and to furnish delegates with their credentials; and, with the President, to sign all orders on the treasury authorized by the Council. Prior to each meeting of the Council, the Secretary shall furnish the President with an agenda for such meeting.
