This article shall be known as the "Millersville Snow and Ice Removal Ordinance."

A. 
The owner, occupant or tenant of every property in the Borough located upon or alongside any part of any street having a sidewalk shall remove or have removed from all sidewalks in front of or alongside that property, so as to provide a clear and safe passage on the sidewalk for pedestrians, all snow and ice fallen or formed upon that sidewalk within 24 hours after the snow or ice has ceased to fall or to form.
B. 
The owner, occupant or tenant of every property in the Borough shall be required to keep the sidewalk, curb and/or gutter in front of or alongside that property at all times clear of litter, which shall mean any waste or unused products or material, including but not limited to garbage, refuse, rubbish and trash.
C. 
The owner of a property shall be responsible for conforming to the requirements of this section where the property is occupied by the owner or is unoccupied; the tenant or occupant shall be responsible where the property is occupied by that tenant or occupant only; and the owner shall be responsible where the property is a multiple-business or multiple-dwelling property occupied by more than one tenant or occupant.
D. 
No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant or on any sidewalk, roadway or loading and unloading area of the public streets, except that snow and ice may be mounded by Millersville Borough on public cartways incident to the cleaning thereof or mounded on curbs.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
