The Administrator is hereby authorized to submit
to the City Council, for approval, such administrative regulations,
consistent with the City Charter and City ordinances, to provide for
the adequate functioning of all departments. All regulations so issued
shall comprise the Administrative Code, which shall be distributed
to all members of the City Council, to all department heads and to
such others as the Administrator may determine to be necessary or
desirable and shall be available in the office of the City Clerk for
public inspection.
