There shall be a City Administrator who shall be appointed by the Mayor and confirmed by the City Council to serve at the pleasure of the Council for a term of up to three years.
A. 
The City Administrator shall perform such duties as are specified in Article III of the City Charter. The Administrator shall also have complete executive direction of the administrative service of the City. The Administrator shall establish and maintain a personnel evaluation system of the department heads.
B. 
All necessary legal documents shall be signed by the City Administrator, except as otherwise ordered by the City Council.
