For the purposes of this chapter, the following
definitions shall apply, unless the context clearly indicates another
meaning:
Vehicles of the Fire and Police Departments and such ambulances
and emergency vehicles as are designated or authorized by the City
Administrator.
The territory contiguous to and including a highway when
50% or more of the frontage thereon for a distance of 300 feet or
more is occupied by buildings in use for business.
That portion of a roadway ordinarily included
within the prolongation or continuation of the lateral lines of sidewalks
at intersections. Where two or more streets intersect and only some
of the crosswalks at such intersection are marked for pedestrian traffic,
the word "crosswalk," as used in this chapter, shall include only
such marked crosswalks at any such intersection.
Any portion of a roadway distinctly indicated
for pedestrian crossing by lines or other markings on the surface.
Every person who drives or is in actual physical control
of a vehicle.
The area embraced within the prolongation or continuation
of the lateral side lines of two highways which join one another.
Every vehicle which is self-propelled but not operated upon
rails.
All signs, signals, markings and devices, whether immovable
or whether manually, electrically or mechanically operated, placed
or erected by authority of a public body or official having jurisdiction,
by which traffic is alternately directed to stop and proceed or for
the purpose of regulating, warning or guiding traffic.
The act of controlling or exercising control over any vehicle
or any other device.

The standing of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
loading or unloading.
Any space which is duly designated for the parking of a single
vehicle by painted lines or other durable markings.
Any person on foot or an operator of a wheelchair or a four-wheeled
or three-wheeled motorized wheelchair.

Every natural person, firm, copartnership, association or
corporation.
Every officer of the Police Department or any person authorized
to direct or regulate traffic or to make arrests for violations of
traffic regulations.
Every way or place in private ownership and used for vehicular
travel by the owner and those having express or implied permission
from the owner, but not by other persons.
Property owned by the City when any part thereof is open
to the use of the public for purposes of vehicular or pedestrian travel.
A carrier of persons or property upon cars operated upon
stationary rails.
A steam engine, electric or other motor, with or without
cars coupled thereto, operated upon rails.
The territory contiguous to and including a highway, not
comprising a business district, when the property on such highway
for a distance of 300 feet or more is, in the main, improved with
dwellings or dwellings and buildings in use for residences.
The privilege of the immediate use of the roadway.
That portion of a street improved, designed or ordinarily
used for vehicular travel.
The area or space officially set apart within a roadway for
the exclusive use of pedestrians and which is protected or is so marked
or indicated by adequate signs as to be plainly visible at all times
while set apart as a safety zone.
That portion of a street between the curblines or the lateral
lines of a roadway and the adjacent property lines intended for the
use of pedestrians.
Any electrical, mechanical or chemical device or instrument,
or combination thereof, that creates sound during its operation by
a person, including but not limited to motor vehicles, sound systems
and amplifiers.

Standard time or daylight savings time as may be in current
use in the City of Saco, Maine.
Any stopping of a vehicle, whether occupied or not.
Complete cessation of movement, when required.
Any stopping of a vehicle where prohibited, except when necessary
to avoid conflict with other traffic or in compliance with the direction
of a Police Officer or other authorized person or traffic control
sign or signal.
The entire width between property lines of every way or place
of whatever nature when any part thereof is open to the use of the
public as a matter of right for purposes of traffic.
Pedestrians, ridden or herded animals, vehicles and other
conveyances, either singly or together, while using any street for
purposes of travel.
Every device in, upon or by which any person or property
is or may be transported or drawn upon a highway, except devices moved
by human power or used exclusively upon stationary rails or tracks.
The provisions of this chapter shall apply in
the use of streets and ways and in the use of publicly owned property
to every pedestrian; to the driver of any vehicle, including those
owned by or used in the service of the United States government or
this state, county or City; and to every person propelling any pushcart,
riding any animal or driving any animal-drawn vehicle, except such
provisions which, by their very nature, can have no application and
except as otherwise permitted by this chapter or by state statute
or as directed by a police officer or other authorized person.
A.
The provisions of this chapter shall apply to authorized
emergency vehicles, as defined in this chapter, except as follows:
A driver, when operating any such vehicle in an emergency, except
when otherwise directed by a police officer, may park or stand notwithstanding
the provisions of this chapter.
B.
The foregoing exemptions shall not, however, protect
the driver of any such vehicle from the consequences of his reckless
disregard of the safety of others.
