It shall be unlawful for the owner of any property within the City or any person, firm or corporation having such property in his control to deposit or allow to be deposited any discarded, worn-out or junked motor vehicle on such property or to allow any discarded, worn-out or junked motor vehicle to remain on such property unless such person, firm or corporation has first obtained from the City Council a permit to maintain a junkyard.
The Chief of Police, upon discovery of any such discarded, worn-out or junked motor vehicle, shall give notice to the owner of the premises upon which such discarded, worn-out or junked motor vehicle is found or the person having control of such premises to remove such vehicle within 10 days.
Any person, firm or corporation, after having received such notice, who or which fails to remove such discarded, worn-out or junked motor vehicle shall be punished by a fine of not less than $10 nor more than $50, to be recovered to the use of the City of Saco upon complaint in the District Court.
