There is hereby continued, under R.I.G.L. § 32-3-4, as amended, and Article XIII, § C13-8, of the Glocester Home Rule Charter, a Recreation Commission having five regular members who shall be appointed by the Town Council. In addition, there shall be three ex-officio members, one each from the Town Council, School Committee and Conservation Commission. The terms of all members shall be concurrent with the term of the Town Council.
Members of the Commission sitting at the time of passage of this chapter shall remain until the expiration of the current Council term.

A. 
Duties as established by the Home Rule Charter, § C13-8, Recreation Commission, and further explained within this chapter:
(1) 
Creation of a Comprehensive Recreation Program for the Town of Glocester which it will submit in accordance with state laws governing Town-wide Comprehensive Planning. The Recreation Commission will from time to time review the current Comprehensive Community Plan, section(s) relevant to open space and recreational resources and formulate and/or update a plan to facilitate the goals outlined that include the Recreation Commission.
(2) 
Responsibility, along with the Director of Public Works, under direction of the Council, for the maintenance and operation of public beaches, parks, playgrounds and the operation of all recreational buildings and activities therein. The Recreation Commission shall assist the Director of Public Works to ensure the condition of Town recreation areas. The Recreation Commission shall be responsible for planning and scheduling maintenance and/or improvements above and beyond routine maintenance.
(3) 
Any additional duties as shall be required by the Council, the Charter or by law.
(a) 
Additional duties: Each fiscal year, before the Budget Boards deadline for submittal of capital requests, the Recreation Commission shall submit to the Recreation Director a capital budget recommendation for the Recreation Department.
(b) 
The Recreation Commission shall on an annual basis review, evaluate, and recommend updates to the Recreation Director on existing programs to best meet the recreational needs of Glocester.
