A.Â
There is hereby established a Warren County Airport
Commission, to consist of five members who shall be appointed by the
Warren County Board of Supervisors. A member of the Board of Supervisors
may serve as a member of the Airport Commission. All members of the
Airport Commission must have knowledge and experience to make recommendations
and decisions on questions of operating and managing a County-owned
airport.

Terms of office.
(1)Â
Two members, drawn by lot, shall serve an initial
term of two years. The remaining members shall serve an initial term
of four years. Thereafter, all members shall hold office for a term
of four years each, such that the terms of office of the members are
staggered. Members shall hold office until the successor has been
appointed, which successor shall serve the unexpired remainder of
that member's term.

The term of office shall end on December 31 of the
year in which the term expires.

Appointments to fill vacancies shall be only for the
unexpired portion of the term.
D.Â
Members may be reappointed to succeed themselves.
E.Â
A member whose term expires shall continue to serve
until his successor is appointed.
F.Â
Each member shall serve without compensation, except
for reimbursement of expenses incurred in the performance of his duties.
The members of the Commission shall elect from
their members a Chairman, a Vice-Chairman, a Secretary and such other
officers as they may determine.
Vacancies occurring in the Commission shall
be filled by appointment by the Board of Supervisors.
The Commission shall serve in an advisory capacity
and make recommendations to the Board of Supervisors and to any employees,
agents, or officers of the County with regard to the airport property,
facilities, operations, activities, planning, budgeting, usage/scheduling,
user fees, rules and regulations, settling disagreements with various
user groups, and disciplinary action for persons involved in violations
of airport rules and regulations. The Airport Commission shall also
have such other duties and authorities as may from time to time be
prescribed to it by the Board of Supervisors.
A.Â
It shall be the duty of the Commission annually, on
or before the first day of February of each year, to prepare and submit
to the Board of Supervisors, in writing, a proposed budget for the
operation of the airport during the following calendar year. No expenditures
other than those set forth in the budget as adopted by the county
shall be made by said Commission.
B.Â
All disbursements by the Commission shall be by check
drawn by its Treasurer and approved by another officer.
C.Â
The Commission shall keep proper minutes of its meetings
and adequate financial records which shall be audited annually.
The Commission shall have authority to obtain
the necessary license for the operation of the airport.
The Commission shall obtain insurance in such
forms and in such amounts as may be prescribed from time to time by
resolution of the Board of Supervisors. The Treasurer of the Commission
shall be bonded for the proper performance of his duty with such surety
and in such amount as the Commission may determine.
In serving on the Commission and when acting
within the scope of the authority approved by this chapter, no member
of the Commission shall be personally subject to liability upon any
suit or claim by any person contracting with the Commission or using
the airport or its facilities, except in relation to matters as to
which he shall be finally adjudged in any action, suit or proceeding
to be liable for gross negligence or intentional misconduct in the
performance of duty. In the event of any such suit or claim against
the Commission or any of its members, the County of Warren shall indemnify
such member or the Commission from any loss which he, she or it may
sustain, except as provided above pertaining to gross negligence or
intentional misconduct.
The Board of Supervisors shall have the right
to remove any member of the Commission, with or without cause, and
to amend or alter all or any part of this chapter.
