As of April 16, 1970, the qualified electors of the Town authorized and directed the Town Board to exercise all powers related to villages and conferred on village boards by Ch. 61, Wis. Stats., except those powers which conflict with statutes relating to towns and town boards.
A. 
Election and term. The Town Board shall consist of three persons, one of whom shall be designated on the ballot as Chairperson.
B. 
Authority. The Town Board shall have all powers of the Town not specifically given to some other body or officer. Except as otherwise provided by law, the Town Board has power over property, finances, highways, streets, utilities and the public service; may act for the government and good order of the Town, for its commercial benefit and for the health, safety, welfare and convenience of the public; and may carry its powers into effect by license, regulations, suppression, borrowing, taxation, special assessment, appropriation, imposition of forfeitures and other necessary or convenient means. The Town Board may appoint such officials from time to time as may be deemed necessary for the benefit of the community. In addition, the Board shall have the powers enumerated in § 60.22, Wis. Stats., and may exercise the powers enumerated in § 60.23, Wis. Stats. The powers hereby conferred shall be in addition to all other grants and shall be limited only by express language.[1]

A. 
Annual Town Meeting and Special Town Elections.[1] The Annual Town Meeting and Special Town Elections shall be held at the Community Building.[2]

B. 
Regular meetings. Regular meetings of the Town Board shall be held on the second Wednesday of each month at 7:00 p.m. Any regular meeting falling on a legal holiday shall be held on the next secular day at the same hour and place. All meetings of the Board, including special and adjourned meetings, shall be held in the Community Building.[3]

C. 
Open Meeting Law. All meetings of the Town Board, its committees, boards and commissions shall be open to the public and preceded by public notice as provided in § 19.84, Wis. Stats.
D. 
Adjournments. The Board may, by a majority vote of those present, but not less than two affirmative votes, adjourn from time to time to a specific date and hour.
The business of the Board shall be conducted in the following order:
A. 
Call to order by presiding officer.
B. 
Roll call. If a quorum is not present, the meeting may thereupon adjourn, which may be to a specific date and hour pursuant to § 120-3D.
C. 
Reports by department heads.
D. 
Approval of vouchers.
E. 
New business, including the introduction of ordinances and resolutions, and unfinished business.
F. 
Comments and suggestions from citizens present.
G. 
Communications.
The presiding officer shall preserve order and decorum, decide all questions of order and conduct the proceedings of the meeting.
A majority of the members of the Town Board shall constitute a quorum.
Any member voting with the majority may move for a reconsideration of the vote on any question at that meeting. A motion to reconsider being put and lost shall not be renewed. A Supervisor may not change his vote on any question after the result has been announced.
All ordinances and bylaws shall be signed by the Town Board and countersigned by the Clerk and if any penalty or forfeiture is thereby imposed shall be published as a Class One notice under Ch. 985, Wis. Stats., and shall take effect on the day after its publication or a later date if expressly prescribed. If there is no newspaper published in the Town, the Town Board may in lieu of newspaper publication have copies of ordinances and bylaws posted in at least three public places in the Town and proof thereof filed and recorded by the Town Clerk, and the same shall take effect the day after the proof of posting has been filed and recorded, or at a later date if expressly provided in the ordinance or bylaw.
These rules shall not be rescinded or amended unless the proposed amendment or motion to rescind has laid over from a regular meeting, and then it shall require a vote of 2/3 of all the members of the Board.
These rules, or any part thereof, may be temporarily suspended in connection with any matter under consideration by affirmative vote of two members of the Board.
