External garbage or refuse containers shall be screened by walls or fences, which can be locked. Walls or fences shall be a minimum of eight feet high with square foot dimensions built to garbage hauler's specifications. Floor of refuse corral shall be made of cement, gravel or asphalt. Refuse screening and containers shall be kept in good repair. Refuse screening shall be closed at all times and container lids closed at all times. Refuse area shall be kept clear of debris and snow year round to allow easy access. This article is applicable to areas zoned B-2.
Any person found to be in violation of any provision of this article shall be subject to a penalty as provided in § 1-4 of this Code.
