The purpose of this chapter is to provide guidelines regarding the National Flood Insurance Program, adopting by reference revised Flood Insurance Study and Flood Insurance Rate Maps, and floodplain management regulations.
Those public records entitled "Flood Insurance Study for Carroll County, Maryland and Incorporated Areas" with accompanying Flood Insurance Rate Maps and all subsequent amendments and/or revisions, copies of which shall be kept on file in the Town office of the Town of Hampstead, are hereby adopted by reference, as the basis for establishing the special flood hazard areas for floodplain management in the Town of Hampstead. The special flood hazard areas documented in the Flood Insurance Study and Flood Insurance Rate Maps are the minimum area of applicability of the floodplain management regulations and may be supplemented by studies for other areas as allowed in the regulations.
That public record designated as the floodplain management regulations for Carroll County known as Chapter 153, Floodplain Management, of the Carroll County Code and all subsequent amendments and/or revisions, copies of which shall be kept on file in the Town office of the Town of Hampstead, is hereby adopted as the legal basis for implementing floodplain management in the Town of Hampstead.
A. 
The Town of Hampstead delegates the responsibility of floodplain management to Carroll County as provided in Resolution No. 2015-03. Per Section 44 CFR Part 59.22(b), the Town Manager is designated as the official responsible for the implementation of floodplain management for the Town of Hampstead and will serve as the community point of contact on National Flood Insurance Program issues for County, State and Federal officials.
B. 
Carroll County shall have the right and authority to fully enforce the provisions of this chapter within the corporate limits of the Town of Hampstead.
C. 
Any person who fails to comply with any or all of the requirements or provisions of the Floodplain Management Ordinance shall be subject to the penalties as outlined within Chapter 153 of the Carroll County Code.
