A penalty of 3% shall be assessed on the first
day of October, which is the first day that unpaid taxes are considered
delinquent. For each month or fraction of a month thereafter, the
unpaid balance shall bear interest at an annual rate of 12%, which
is the equivalent of 1% per month.
