The fee for a permit to construct and operate a solid waste management facility or a modification to an existing facility shall be not less than $5,000, said fee to be paid by the applicant to the Town at the time of the submission of an application for such permit, pursuant to § 80B-7 of this chapter. Such fee shall be applied by the Town Board to the expense incurred by the Town in reviewing the application for compliance with this chapter, in conducting any proceedings and hearings thereon required by this chapter and in inspecting the construction for compliance with the approved plans. If such expense is less than the amount of the fee, the difference shall be refunded to the applicant. The fee required hereunder shall be in addition to any fees imposed by the Town for the issuance of any building permits for the construction of any structures within the facility.
The fee for a permit to operate an existing solid waste management facility and for the renewal of any such permit shall be not less than $1,000, said fee to be paid by the applicant to the Town at the time of the submission of an application for such permit, pursuant to § 80B-7 of this chapter. Such fee shall be applied by the Town Board to the expense incurred by the Town in reviewing the application for compliance with this chapter and in conducting any proceedings or hearings thereon.
For the purpose of reimbursing the Town for its expenses in inspecting the operation of a solid waste management facility for compliance with this chapter and any permit issued hereunder, the operator of any such facility shall pay the Town a fee of not less than $0.05 for each ton of solid waste disposed of or deposited at such facility. Such fee shall be paid on the tenth day of each month, computed on the amount of solid waste disposed of or deposited at such facility during the preceding month. If the operator shall fail to pay such fee when the same becomes due, the Town Board may revoke the operation permit for such facility in the manner provided in § 80B-22 of this chapter.
The fee for a permit to operate a carting business and for the renewal thereof shall be not less than $25 each year.
A. 
The application fee shall be established from time to time by resolution of the Town Board.
B. 
The annual fee for a permit or license issued pursuant to this chapter shall be established from time to time by resolution of the Town Board.
C. 
The fees herein shall be construed as minimum fees. The applicant, permittee and/or licensee shall be responsible for all extraordinary costs of review, including, without limitation, the costs of experts and/or consultants.
