No person shall uncover, make any connections with or opening into, use, alter or disturb any public water supply system or appurtenance thereof without first obtaining a written permit from the Inspector.
A. 
There shall be two classes of water service connection permits:
(1) 
For single- or two-family residences.
(2) 
For all other establishments, including but not limited to apartment houses, commercial buildings, gas stations and manufacturing establishments.
B. 
In either case the owner or his agent shall make application for permit on a form furnished by the Inspector. This permit application shall be supplemented by such plans, specifications or other information considered pertinent in the judgment of the Inspector. A permit and inspection fee of $1,000 for a residential house service connection permit or for a commercial or industrial building service connection permit shall be paid to the Town at the time the application is filed; however, the fee for a reconnection permit shall be $25. Any water use different from the permit class applied for shall be a violation of this chapter.

All costs and expense incident to the installation of the water service connection to the building shall be borne by the owner. The owner shall indemnify the Town for any loss or damage that may directly or indirectly be occasioned by the installation of the water service line.
A water meter shall be installed on every water service connection, said meter to be located within the building to be served, with an outside reading device. Any tee, fitting or water connection made between the meter and the water main shall constitute a violation of this chapter. Said outside reading device shall be readily available for checking by a representative of the Town of Goshen. All meters shall be sealed by the Town, and the removal of such seal, unless authorized by the Town, shall be a violation of this chapter. A meter shall also be installed on each well which is used in the water supply. A time clock shall also be installed to show the number of hours the well pumps.
A. 
The place of connection shall be shown on the plans and stated in the application.
B. 
The name of the person who will actually make the connection shall be specified on the application. This person shall be authorized and approved by the Town of Goshen to tap the water mains.
C. 
The time of such connection shall be stated so as to give the Inspector at least two days' advance notice.
D. 
The house service shall consist of the following: A corporation cock tapped in the main or in a special collar. Connected to this shall be a three-fourths-inch copper service, Type K, or approved equal. This copper service shall extend to a point between the edge of the road and the property line and at this point shall be provided with a curb shutoff cock in a curb box. From the curb box to the house the water service line shall be 3/4 inch in size, either copper or such other materials as may be approved by the Building Inspector.
E. 
Street excavations. No street excavation in any public street or highway shall be made by any person unless a street opening permit has been obtained from the Town. Street excavations shall be made so as to cause as little interruption in street traffic as is possible. All openings in streets shall be barricaded and, if left open at night, shall be provided with satisfactory lights. Not more than 1/2 of the street shall be dug up at one time, in order to facilitate the flow of traffic. All dirt removed from the ditch shall be carted away from the site and new bank-run gravel approved by the Inspector will be used as backfill. The material used in backfilling shall be placed in layers of approximately one foot in depth and thoroughly compacted before additional material is placed on top of the first layer. The top two feet of material in the roadway shall be selected bank-run gravel approved by the Building Inspector and thoroughly tamped upon being placed in the trench. All excess dirt and other material shall be carefully cleaned from the road, and the road except for the trench area shall be restored to its original surface. Within seven days after the placing of the water service line, the pavement shall be restored to a condition similar to or better than the surrounding pavement. In general, water service lines shall be placed in separate trenches at least 10 feet from any sewer connection or any sewer line. When crossing a sewer line, the water service shall cross above the sewer line and shall be a solid pipe with no joints in the vicinity of the sewer crossing.
F. 
A meter shall be provided in each building by the owner and on each water service line as per Town specifications. The water meter in single- and two-family houses shall be one as manufactured by the Rockwell Meter Company, or equal, as approved by the Town, at least 5/8 inch in size and provided with a remote reading device. The water line shall have a shutoff both before and after the meter installation so that the meter may be removed for checking by the Town. Larger installations using water at a rate greater than 10 gallons per minute shall have a larger meter suitable to the proposed volume of water to be used. These larger meters shall each be approved by the Building Inspector prior to ordering such meter. The Inspector shall be furnished with a manufacturer's drawing or cut of each meter. Metering of water services for sprinkler systems are not required if a separate sprinkler line is run for that purpose only.
G. 
All such installations shall be inspected by the Inspector, with the water main and services under pressure, before backfill is made.
In case a house or other building is to be closed or become vacant, notice thereof shall be given to the Inspector in order that meter may be read and curb cock closed. Where such notice is not given and pipes burst from freezing or other cause, the value of water lost by reason thereof, as estimated by the Inspector, shall be added to the next bill and be paid in like manner as regular water charges.
Where a new connection is made with street mains and where new extensions or attachments are made in unoccupied houses, the curb cock shall be closed by the person making the connection, extension or attachment. Notice of completion of the work shall be given to the Inspector and the curb cock shall not again be opened until the work has been inspected and approved by the Inspector and the meter read. Pipes and connections between the main and meter shall not be covered until so inspected and approved.
Where a water meter fails to register the correct quantity of water delivered through it or where it otherwise becomes out of order or in need of repair, notice thereof shall be given to the Inspector. Another meter shall then be installed during the time required for testing and repair. Where repairs are found necessary, the same shall be made at the district's expense. When in the opinion of the Inspector a meter becomes unsuitable for further use, it shall be replaced by another at the district's expense. Where any meter shall be deliberately damaged or tampered with in the judgment of the Inspector, it shall be repaired or replaced by the Town and the cost of repair or replacement charged to the property owner.
Each dwelling or building or parts thereof having unrelated occupancy or distinctive use shall, at the option of the districts, have a separate meter.
