The Town Council, as elected representatives of the people, is responsible for the Town water system and maintenance of an adequate, sanitary and pure water supply. The Town Council is, therefore, in complete control of the water system and shall adopt ordinances and resolutions, promulgate regulations, issue directives and take any action it deems necessary to regulate, use, conserve or even ration Town water as it sees fit.
The water service of the Town shall be under the immediate control and supervision of the Town Manager under the general supervision of the committee of the Town Council designated for such purpose by the Council.
Every person occupying a lot or structure into which water is conveyed from the Town water system shall permit the Town Manager and his representatives to enter such lot or structure, at reasonable hours, to inspect the water pipes, fixtures and apparatus therein or to see if the provisions of this chapter, or other provisions of this Code or other ordinances, resolutions, regulations or orders of the Town Council relating to the Town water supply system, are being or have been violated.
Each Town officer issuing a permit pursuant to this chapter shall do so in writing and shall provide the Town Clerk with a copy thereof as a permit record.
All connections to the water mains for supplying water for any purpose whatsoever shall be made only under the supervision of the Town Manager or by a duly authorized agent or employee of the Town. No person other than one duly authorized by the Town Manager shall introduce into any lot or structure water from the Town pipes or introduce any ferrule or other fixture into any of such pipes, or construct or lay down or have constructed or laid down any pipes or other works for the purpose of introducing water into a lot or structure, or break up any street, sidewalk or other surface for the purpose of constructing or laying down any such pipes or works.
All connections to the Town water mains shall be made as provided in this chapter and only upon order of the Town Manager; and before any such service connection shall be made, the applicant therefor shall pay to the Town Treasurer such sum as may be fixed by the Town Council as a connection charge.
No person shall make any addition to or alteration of any fixture used in connection with the water system of the Town without having first received a written permit from the Town Manager so to do. No plumber or other person not a member of the Fire Department shall use or manipulate any fireplugs or hydrants of the Town except by authority of the Town Manager or the Chief of the Fire Department.
Town water shall not be turned on for any structure or private service except by order of the Town Manager. This shall not be construed, however, to prohibit duly licensed and bonded plumbers from turning water into any such pipes to test the water or water pressure or for purposes of testing the plumbing connected thereto.
A. 
All water furnished by the Water Department of the Town shall be, wherever practicable, measured by meters furnished and installed by the Town for that purpose. The water meters shall be the property of the Town and shall be, unless otherwise authorized by the Town Manager, placed as near the curbline as possible and on property owned by the Town. Each individual structure or property shall be required to have a separate connection and meter unless otherwise authorized by the Town Manager.
B. 
It shall be unlawful for any person to take any water from the water system of the Town except through a meter or as otherwise herein provided, or from any premises not owned by him, without permission of the Town Manager.
A consumer may use water for any and all legitimate purposes, subject to specific controls and emergency limitations, but shall not sell or supply water to any other person or premises without the consent of the Town Council.
Water service may be discontinued without notice for any of the following reasons: for repairs; for want of supply; for nonpayment of bills by the due date; for any fraudulent representation in relation to the consumption of water; for violation of contract or any rules, regulations or ordinance applying at any time to the consumer's service; on account of riots, strikes, insurrections, government, state or municipal authorities or acts of God; or any other cause whatsoever; and the Town shall not be liable for damage to any person for such discontinuance of service.
Any person affected thereby may appeal to the Town Council from a decision of the Town Manager or the Council committee having jurisdiction over the Town water supply system.
A. 
No person shall bathe in the reservoir or springs of the Town water supply system or deposit therein any offensive matter, stick, mud or rubbish, or shall, without lawful authority, climb over, get through or break the enclosure of such reservoir or springs, or place any building material, rubbish or other matter at any stopcock, street main or service pipe of the Town water supply system or obstruct access to any fixture connected with the Town waterworks, or remove or injure any pipe, fireplug, hydrant or cock or open any of them so as to waste the water.
B. 
No person shall knowingly or willfully cast any dead animal or any other noxious substance, liquid or matter or what is commonly known as "bait" into any of the streams, springs, reservoirs or other sources of the Town water supply, nor drown and leave or cause to be drowned and left any animal therein, or do any other similar act by reason of which the health of any person is affected or the water supply of the Town is rendered impure or offensive.
C. 
No person shall remove, injure or destroy any curb cock, pipe, fire hydrant, meter, machinery, building or other apparatus, fixture or equipment belonging to the Town and used by it in connection with its water system, or tamper with a water meter or use or cause to be used any water-measuring device whatsoever so as to injure it or as to prevent or interrupt the proper and accurate registering by it of the quantity of water used or supplied.
