The Town Treasurer may require of any prospective consumer, whether such consumer is an individual, firm or corporation, a deposit as set from time to time by the Town Council, which may be applied toward payment of delinquent water bills or other charges for which such customer may become liable to the Town under this chapter.
Water rates for water sold by the Town shall be as determined from time to time by the Town Council, and a schedule of the water rates so determined shall be maintained in current status at all times in the offices of the Town Manager, the Town Clerk and the Town Treasurer.
The Town Treasurer, as provided for in § 55 of the Town Charter, shall collect all water bills and all charges made for furnishing and supplying water by the Town to its consumers.

A. 
All water meters which are located within the Town, or which are located outside of the Town shall be read monthly.
B. 
Bills based on such readings shall be mailed on the last business day of the next month and shall become due by the 10th. If such lessee or tenant does not pay the full amount of charges, penalty, and interest for water provided or cease such disposal within 30 days thereafter, the locality or authority supplying water or sewage disposal services for the use of such real estate shall notify such lessee or tenant of the delinquency. If such lessee or tenant does not pay the full amount of charges, penalty, and interest for water provided or cease such disposal within 60 days after the delinquent fees and charges charged for water or sewage disposal services are due, the locality or authority supplying water or sewage disposal services for the use of such real estate may cease supplying water and sewage disposal services thereto unless the health officers certify that shutting off the water will endanger the health of the occupants of the premises or the health of others. At least 10 business days prior to ceasing the supply of water or sewage disposal services, the locality or authority supplying such services shall provide the lessee or tenant with written notice of such cessation, with a copy to the property owner. Disconnection will be on the 13th of the month or next business day after the 13th of the month following 60 days from the delinquency date.
If water services have been discontinued for nonpayment of any bill, the service for water shall not be reconnected until the bill has been paid in full to the Town Treasurer and, in addition thereto, a reconnection charge paid as adopted from time to time by the Town Council.
Every person convicted of a violation of any provision of this chapter for which no other penalty is provided shall be punished by a fine of not more than $2,500 or by a jail sentence of not more than 12 months, either or both.
