GENERAL REFERENCES
Salaries and compensation — See Ch. 37.
The day-to-day demand of administrative and
governmental affairs has grown to the extent that it has become increasingly
difficult for the Carneys Point Township Committee to devote adequate
time to the discharge of such duties. The public interest in the economical
and efficient administration of Township business requires the creation
of the position of Township Administrator. The Township Administrator
will provide the Cameys Point Township Committee necessary assistance
in the prompt day-to-day management of the administrative affairs
of the Township of Carneys Point, coordinate the activities of the
various departments within the municipality and assist in planning
and supervising the execution of governmental efforts in those areas
where a continuous and sustained effort is required.
Pursuant to N.J.S.A. 40A:9-136 et seq., the
position of Township Administrator for the Township of Carneys Point
is hereby established.
A.
The Administrator shall be appointed by majority vote
of the Township Committee.
B.
During the absence or disability of the Administrator,
the Township Committee may appoint an Acting Administrator to perform
the duties of the office.
C.
Upon removal or resignation of the Administrator,
the Township Committee may, by resolution, appoint an Acting Administrator
to serve at its pleasure or until an Administrator is appointed. Removal
of an Acting Administrator shall be by majority vote of the whole
Township Committee.
A.
No salary or other compensation shall be paid to the
Administrator in 1997. In 1998 and thereafter, the salary of the Administrator
shall be fixed and adopted by the Township Committee in the annual
salary ordinance. Nothing herein shall prohibit the Administrator
from holding other positions within the Township.
B.
Unless otherwise provided, no person named as Acting
Administrator shall receive compensation in addition to his regular
salary while serving in such capacity. If the Township Committee,
by resolution, provides compensation for the Acting Administrator
during his service as Acting Administrator, such compensation shall
not exceed the maximum salary provided in the salary ordinance for
the position of Administrator.
The Township Administrator may be removed from
office only by a 2/3 vote of the Carneys Point Township Committee
in accordance with N.J.S.A. 40A:9-138.
The Township Administrator shall not engage
in any organized political campaigns within the Township of Carneys
Point.
The Township Administrator shall, under the
supervision and control of the Carneys Point Township Committee, perform
the following duties:
A.
Serve as chief administrative officer of the Township.
B.
Attend all meetings of the Carneys Point Township
Committee, with the right to participate in all discussions.
C.
Advise the Carneys Point Township Committee on policy
decisions.
D.
Execute all laws of the State of New Jersey and ordinances
and resolutions of the Township of Carneys Point.
E.
Establish and maintain effective personnel practices
and maintain appropriate records of all employees.
F.
Negotiate contracts, subject to the approval by the
Carneys Point Township Committee.
G.
Make recommendations concerning the nature and location
of Township improvements.
H.
Receive and reply to all inquiries and complaints
concerning Township business and provide information and assistance
in respect thereto.
I.
Carry out all policies and directives promulgated
by the Carneys Point Township Committee.
J.
Coordinate the efforts of all municipal entities,
including but not limited to the Carneys Point Township Planning Board,
Sewerage Authority and Housing Authority.
K.
Perform such other duties as may be required by ordinance,
resolution or direction of the Carneys Point Township Committee.
