There shall be established a Recreation Commission known as the "Recreation Commission of the Township of Carneys Point," pursuant to N.J.S.A. 40:12-1 et seq.

A. 
The Recreation Commission shall consist of seven members appointed by the Chairman of the Township Committee.
B. 
Of the original appointees, one member shall be appointed for a term of one year, one member for a term of two years, one member for a term of three years, one member for a term of four years and one member for a term of five years. The persons to be appointed to the Commission as a result of the 1988 amendment of this section shall be initially appointed one for a four-year term and one for a five-year term. Thereafter, all appointments shall be made for terms of five years.
C. 
The members shall be citizens and residents of the Township of Carneys Point and shall serve until their respective successors are appointed and shall qualify.
D. 
The members shall receive no compensation for their services.
The Recreation Commission shall have all of the powers as provided for by statute.

A. 
In addition to the regular members of the Recreation Commission of the Township of Carneys Point there be two alternate members of the Commission. Said alternate members shall be designated, at the time of appointment as "Alternate No. 1" and "Alternate No. 2."
B. 
The alternate members of the Recreation Commission of the Township of Carneys Point shall be appointed by the Chairman of the Carneys Point Township Committee. Said members meet the qualifications of regular members of the Recreation Commission.
C. 
The term of office of each alternate member of the Recreation Commission shall be two years, except that the initial appointment of Alternate No. 2 shall be for a one-year term. The terms of office of alternate members of the Recreation Commission shall expire on December 31. A vacancy occurring in the position of alternate member of the Recreation Commission shall be filled by the Chairman of the Carneys Point Township Committee for the unexpired term only.
D. 
Alternate members of the Recreation Commission may participate in discussions but may not vote, except in the absence or disqualification of a regular member of the Recreation Commission. In the event that only one alternate member is entitled to vote, Alternate No. 1 shall have the right and privilege of casting said vote.

Whenever a member or alternate member of the Recreation Commission fails to attend four meetings of the Recreation Commission within a calendar year, that member or alternate member shall be removed from membership upon the affirmative vote of the remaining members of the Commission. Whenever a member or alternate member of the Recreation Commission fails to attend three consecutive meetings of the Recreation Commission, that member or alternate member shall be removed from membership upon the affirmative vote of the remaining members of the Commission. The removal of a member or alternate member of the Recreation Commission under this section shall be reported to the Carneys Point Township Committee.

The Recreation Commission is hereby empowered and authorized to adopt such rules as the Recreation Commission shall deem appropriate for the conduct of its business. The Commission shall forward any rules adopted by the Recreation Commission to the Carneys Point Township Clerk within five days of the date the Commission adopts said rules. The rules adopted by the Recreation Commission shall become effective 60 days after the date of adoption by the Recreation Commission unless the Carneys Point Township Committee approves a repealing resolution not later than 60 days after the rule was first adopted by the Recreation Commission.
