It shall be unlawful at all times and in all places to set fire to or burn trash, waste, leaves, brush and vegetation of any type or description in the Township of Carneys Point, except as hereinafter provided.
Upon the showing of special circumstances or exceptional reasons requiring the burning of any said substances or materials, application for a permit may be made in writing to the Municipal Fire Chief setting forth such special circumstances or exceptional reasons as will warrant the issuance of a permit, whereupon the Municipal Fire Chief may, should he be satisfied that such special circumstances or exceptional reasons do, in fact, exist, issue a special burning permit in writing, subject to such conditions as he may consider necessary for the protection of the public health and safety.
No liability shall attach to the Township or upon any of its agents, servants or employees by reason of the issuance of any special burning permit, and the successful applicant shall assume all responsibility for any damage to property or injury to person that may result.
This article shall not be construed to prohibit the use of outdoor fireplaces for cooking purposes.

Any person, firm or corporation violating any provision of This article shall be liable, upon conviction, to payment of a fine of up to $1,000 or to imprisonment for a term of 90 days, or both.
