The Legislature of the State of New Jersey has delegated the responsibility to local governments to adopt regulations designed to promote the public safety and general welfare of its citizens.
As used in this article, the following terms shall have the meanings indicated:
INDUSTRIAL/COMMERCIAL BUILDINGS
Any and all occupancies which are required to have fire-suppression systems installed in the occupancy pursuant to the BOCA National Building Code/1990, Section 1002.1.
LANDLORD
The fee owner of the occupancy.
RED LIGHT
A red illuminated device whose power source shall comply with the National Fire Protection Association Standard Number 72 and whose backup power supply shall comply with BOCA Section 1016.6 and BOCA Section 2706.0.
SIAMESE CONNECTION
A device installed on the exterior wall of the structure which serves as a connection between a Fire Department apparatus and the system side of a sprinkler system.
A. 
All industrial/commercial buildings located in the Borough of Carteret which have a Fire Department siamese connection as an integral part of the occupancy's sprinkler system shall have installed a red light directly above the siamese connection of the occupancy.
B. 
The red light shall be installed not less than eight feet or more than 12 feet from ground level.
C. 
The red light shall be illuminated at all times, day and night.
A. 
The provisions of this article shall take effect immediately upon passage for all occupancies not receiving a final certificate of occupancy pursuant to Chapter 109 of the Code of the Borough of Carteret on the date this article is signed by Mayor of the Borough of Carteret.
B. 
All occupancies holding a valid certificate of occupancy pursuant to Chapter 109 of the Code of the Borough of Carteret shall have six months from the effective date of the passage of this article to comply with its provisions.

It shall be the responsibility of the Fire Official, the Fire Chief, or Battalion Chief, the Fire Subcode Official and the Construction Code Official to enforce the provisions of this article.
