There shall be a Treasurer of the Township of Cinnaminson appointed by the Township Committee. The Treasurer shall serve for a one-year term commencing on January 1 of the year in which he is appointed. The Treasurer shall receive such compensation as shall be prescribed by the Salary Ordinance.[1]
A. 
Duties.
(1) 
Receive funds entrusted to or under the control of any department, and deposit all funds received by him in depositories authorized by the Township Committee by resolution.
(2) 
Have custody of all investments and invested funds of the Township or in possession of the Township in a fiduciary capacity, except as otherwise provided by law, and keep such funds, and all moneys of the Township not required for current operations, safely invested or deposited in interest-bearing accounts.
(3) 
Have the safekeeping of all bonds and notes of the Township and the receipt and delivery of Township bonds or notes for transfer, registration or exchange.
(4) 
Keep a full account of all cash receipts and disbursements of the Township, and at least once each month, and oftener if the Township Committee requires, furnish the Township Committee with a statement of all moneys received and expended by him.
(5) 
Pay bills, claims and demands against the Township, when duly authorized and approved, upon the audit, warrant and approval of the Treasurer. Disbursements shall be made by a combination warrant-bank check or draft individually signed by the Treasurer and countersigned by the Mayor and the Township Clerk.
(6) 
Prepare for each regular meeting of the Township Committee a list of all bills, claims and vouchers presented. Such list shall be prepared in sufficient copies for each member of the Township Committee, and at least one copy shall be filed with the Township Clerk as a public record open to examination in that office.

There shall be an Assistant Treasurer and he shall be known as the "Deputy Treasurer," to be appointed by the Township Committee. The Deputy Treasurer shall serve for a one-year term commencing on January 1 of the year in which he is appointed. The Deputy Treasurer's duties shall be the same as the Treasurer's, and he shall act in the absence of the Treasurer. The Deputy Treasurer shall receive such compensation as shall be prescribed by the Salary Ordinance.[1]

A. 
Appointment and compensation. The Administrator shall be appointed by the Township Committee for an indefinite term of office under civil service rules and regulations The Administrator shall receive such compensation as shall be prescribed by the Salary Ordinance.[1]

B. 
General powers and duties. The Administrator shall be the administrative officer of the municipality, devoting full time and attention to duties of his/her office which may include, but not be limited to, and as designee of the appointing authority as may be established by Township Committee under § 10-30 in its sole discretion, performing the functions of the appointing authority as may be required by statute, rule, regulation, or other lawful authority. The Administrator shall manage the operations of all municipal departments in accordance with the policies, goals, and objectives established by the Township Committee as may be modified and/or amended from time to time. The Administrator shall also, to the extent permitted by law:
(1) 
Serve as the Personnel Officer and shall have the authority, except as provided in Subsection C below, to hire, transfer, promote, demote and discharge any employee, subject to civil service regulations, applicable collective negotiations agreements, the Township employee handbook and approval of the Township Committee. The Administrator shall have the authority to impose lesser forms of discipline than demotion or discharge without the approval of the Township Committee, but nevertheless subject to civil service regulations.
(2) 
Keep the Township Committee advised of the financial condition of the municipality and make reports to the Township Committee as requested by it.
(3) 
Conduct periodic evaluations of the governmental and administrative operations of all municipal departments, department heads and needs of the municipal government and prepare and recommend to the Township Committee necessary and desirable plans and programs to meet present and foreseeable needs.
(4) 
When he/she deems necessary, investigate, at the direction of the Township Committee, the affairs of any office or department of the municipality.
(5) 
Receive and reply to inquiries and complaints concerning Township business, provide information and assistance and remedy or cause to be remedied the source of any just complaint.
(6) 
Perform such other duties as may be required of him by ordinance or resolution of the Township Committee.
C. 
Limitation on authority to transfer, demote or discharge. Notwithstanding the provisions of Subsection B above relating to the Administrator's authority to hire, transfer, promote, demote and discharge any employees subject to civil service regulations, applicable collective negotiations agreements, the Township employee handbook and approval of the Township Committee, the Chief of Police shall have the sole authority to transfer, demote or discharge sworn police officers employed by the Township of Cinnaminson and must immediately notify the appropriate authority or its designee of such action(s).
D. 
Additional powers and duties. In addition to the foregoing powers and duties, the Administrator, to the extent permitted by law, shall:
(1) 
Audit all bills and vouchers for payment prior to final approval by the Township Committee.
(2) 
Maintain a continuing review and analysis of budget operations, work programs and costs of municipal services.
(3) 
Establish vacation and sick leave schedules and appropriate records and reports for Township employees in accordance with civil service regulations, Township ordinances, Township employee handbook and applicable collective negotiations agreements.
(4) 
Recommend, implement and enforce the procedures and policies of the Township relating to the coordination, compiling, editing and prompt dissemination and release of public information.
E. 
Purchasing agent. The Administrator or Chief Financial Officer shall be the Township Purchasing Agent. Under the direction and supervision of the Township Administrator and/or Township Committee, the Purchasing Agent shall:
(1) 
Purchase, store and distribute all supplies, materials and equipment and contract for all services required by any department.
(2) 
Establish and enforce specifications with respect to such services, supplies, materials and equipment.
(3) 
Inspect or supervise the inspection of all deliveries of supplies, materials and equipment and the rendition of contractual services and determine their quality, quantity and conformance with specifications as far as practicable.
(4) 
Transfer to or between departments, offices and agencies such supplies, materials and equipment as necessary, and arrange for the sale of surplus or obsolete items thereof, subject to the ordinances or under the direction of the Township Committee.
(5) 
Administer any ordinance the Township Committee may enact relating to purchasing.
(6) 
Emergency expenditures shall only be made according to the policy established by the Purchasing Agent.
F. 
Purchase controls. All purchases made and contracts awarded for any supplies, materials or equipment or contractual services shall be pursuant to a written requisition from the department head whose appropriation will be charged, and the certification of the Chief Financial Officer that a sufficient unencumbered balance of appropriation is available to pay therefor. All such contracts shall conform to applicable requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
G. 
Faithful performance. Each employee and officer of the Township shall give bond, paid for by the Township, for the faithful performance of his duties as stipulated by state statute or by the Township Committee.
A. 
Appointment and compensation. The Township Clerk shall be appointed by the governing Township Committee. The Township Clerk shall serve a term of office for three years, which shall run from January 1 in the year of appointment. The Township Clerk is subject to the provisions of law relating to tenure of office and removal from office. The Township Clerk shall receive compensation as prescribed by the Salary Ordinance[1] and shall give bond, paid for by the Township, for the faithful performance of the duties of the office.

B. 
Powers and duties. The Township Clerk shall:
(1) 
Ensure that the minutes and records of the proceedings of the Township Committee are kept.
(2) 
Preserve and compile all ordinances and resolutions, and at the close of each year, with the advice and assistance of the Township Attorney, the Clerk shall compile, codify and bind all the ordinances then in effect, and shall properly index each compilation of codification.
(3) 
Have and take custody of all the official books, papers and documents of the municipality for which no other repository is provided by law, and preserve and keep them safely. The Township Clerk shall be the official custodian of all public records in compliance with the Open Public Records Act, N.J.S.A. 47:1A-1 et seq.[2]

(4) 
Perform all duties required by statutory law.
C. 
Township Seal. The Clerk shall cause the Township Seal to be affixed to instruments and writings when specifically authorized by law or when necessary to exemplify any document or record in the Clerk's office, or to certify any act or paper which, from the records in the Clerk's office, shall appear to be a true copy of any public record or proceeding.
D. 
Ordinance publication. The Clerk shall ensure the publication of all ordinances in such official newspaper or newspapers as may be required by law and authorized by the Township Committee and shall file in the Clerk's office the affidavits of publication of such publications.
E. 
Licenses. The Clerk shall issue and renew regularly licenses pursuant to existing ordinances and laws, with the assistance of any appropriate enforcing agencies required for such administration.
F. 
Insurance surety bonds and contracts. The Clerk shall be the custodian of all official surety bonds furnished by or on account of any Township officer, position holder or employee, except for that of the Township Clerk, which shall be placed in the custody of the Township Treasurer; all insurance policies with respect to risks insured for the benefit of the Township or to protect it against any claim, demand or liability whatsoever; and all formal contracts for work, labor, services, supplies, equipment and materials to which the Township may be a party. The Clerk shall also have custody of all leases of property owned by the Township. The Clerk shall be the depository for and have custody of all performance bonds running to the Township as obligee, and other forms of noncash security given by any contractor, subdivision developer or other persons on amount of work done or to be done in or for the Township.
G. 
Township mail. Correspondence and other communications received through the mails shall be delivered to the Clerk's office, where it shall be sorted and delivered immediately to the proper department, without opening, where the address is to a specific department or person. General Township mail and mail addressed to the Township Committee, unless addressed to specific Committeemen, shall be opened in the Clerk's office, and the Clerk shall either reply to the correspondence and provide information requested or shall refer the matter to the Administrator or to the appropriate department.

The Deputy Township Clerk shall be appointed by the Township Committee and shall serve in the capacity of Township Clerk in the absence of the Township Clerk, and shall perform all duties of the Township Clerk. The Deputy Township Clerk shall receive such compensation as prescribed by the Salary Ordinance.[1]

A. 
Appointment and compensation. The Tax Assessor and all Deputy Tax Assessors shall be appointed by the governing Township Committee. The Tax Assessor shall serve a term of office for four years, which shall run from July 1 in the year of appointment. The Tax Assessor shall receive such compensation as prescribed by the Salary Ordinance[1] and shall devote his time and attention to the duties of his office.

B. 
Powers and duties. The Tax Assessor shall have, perform and discharge all functions, powers and duties prescribed for Assessors by rules and regulations prescribed by the Director of the Division of Taxation in the Department of the Treasury of the State of New Jersey and the Burlington County Board of Taxation and shall:
(1) 
Value all real and personal property in the Township for the purposes of assessments and taxation.
(2) 
Prepare the tax lists, tax duplicate and maintain adequate assessment records of each and every parcel of real property assessed or exempted.
(3) 
Have custody of and maintain an up-to-date Township Tax Map and provide for the recording thereon of all changes in ownership or character of property assessed.
C. 
Deputy Tax Assessor, known as "Assistant Tax Assessor." The Township Committee may appoint a Deputy Tax Assessor for a term of one year. The Deputy Tax Assessor shall receive such compensation as prescribed by the Salary Ordinance.[2] The Deputy Tax Assessor shall assist in the operation of the Assessor's office and, in the absence of the Assessor, shall perform all the duties of the office as permitted by law.

A. 
Notwithstanding any other law, the governing Township Committee shall provide for the appointment of a municipal Tax Collector. The Tax Collector shall hold the office for a term of four years, beginning January 1 following appointment. The Tax Collector is subject to the provisions of law relating to tenure of office and removal from office. The Tax Collector shall receive such compensation as prescribed by the Salary Ordinance,[1] shall devote his attention to the duties of his office and shall give bond, paid for by the Township, for the faithful performance of the duties of the office. The Tax Collector shall be in attendance at the Township administrative office on the Monday prior to and following a tax quarter for the purpose of receiving taxes and answering questions about the collection of taxes.

B. 
Powers and duties. The Tax Collector shall:
(1) 
Perform the functions of a collector of taxes, including, without limitation thereto, the rendering of bills for property taxes and the conducting of tax sales.
(2) 
Receive and collect all current and delinquent real taxes, tax sale fees and charges, and receive penalties and interest thereon.
(3) 
Deposit, to the credit of the Township, all moneys received, in the depositories selected by the Township Committee within the time prescribed by law.
(4) 
Maintain full and complete records and accounts of all sums collected and received under the supervision of the Township Auditor and in accordance with the standards and requirements of the Division of Local Finance in the Department of Community Affairs of the State of New Jersey.
(5) 
Report to the Township Committee at least once a month all receipts and deposits made by him and shall in such report account for all moneys for which he is responsible.
C. 
Deputy Tax Collector, known as "Assistant Tax Collector." The Tax Collector, subject to the Township Committee's approval, may appoint an Assistant Tax Collector for a term of one year. The Assistant Tax Collector may receive such compensation as prescribed by the Salary Ordinance, shall devote his attention to the duties of his office and shall give bond, pair for by the Township, for the faithful performance of the duties of the office. The Assistant Tax Collector shall assist in the operation of the Tax Collector's office and, in his absence, shall perform all the duties of the office as permitted by law.

A. 
The Township Clerk shall be appointed Municipal Assessment Search Officer by the Township Committee for a term of one year and shall serve without additional compensation.
B. 
Powers and duties of Municipal Assessment Officer. The Municipal Assessment Officer shall:
(1) 
Make examinations and issue assessment search certificates with respect to liens for municipal assessments or improvements approved but not yet certified.
(2) 
Collect all fees for such searches and deposit them to the funds of the Township.
A. 
The Tax Collector shall be appointed Tax Search Officer by the Township Committee for a term of one year and shall serve without additional compensation.
B. 
Powers and duties of Tax Search Officer. The Tax Search Officer shall:
(1) 
Make examinations of tax records about unpaid municipal liens and certify, the result thereof.
(2) 
Collect all the fees for searches and deposit them to the funds of the Township.

A. 
Zoning Officer. A Zoning Officer, whose title shall be "Zoning Officer of the Township of Cinnaminson" (hereafter "Zoning Officer"), shall be appointed by the Township Committee according to the rules and procedures of the New Jersey Department of Personnel for civil service employees. The Zoning Officer shall receive compensation as prescribed by the Township Salary Ordinance.[2] The Zoning Officer shall attend the meetings of the Planning and Zoning Boards of the Township as directed by the Township Committee. For purposes of carrying out the duties of N.J.S.A. 40:55D-18, N.J.S.A. 40:55D-68 and those assigned by this Township Code in § 525-136[3] and elsewhere as specifically assigned, the Zoning Officer shall be considered the administrative officer as that term is used in the Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.). The Zoning Officer shall report to and be under the direction of the Township Committee. In the case of a conflict of interest or the absence of the Zoning Officer, the Township Administrator may designate a duly qualified substitute officer to temporarily fulfill these duties.

B. 
Planning Board and Zoning Board Secretary. There shall be a Planning Board and Zoning Board Secretary (or Secretaries, as the case may be) appointed by the Township Committee according to the rules and procedures of the New Jersey Department of Personnel for civil service employees. The Planning and Zoning Secretary (or Secretaries) shall receive compensation as prescribed by the Township Salary Ordinance. The Secretary shall attend meetings of the Planning Board and Zoning Board, cause the recording of minutes of such meetings, receive and file applications within the jurisdiction of the respective Boards and otherwise carry out duties as may be assigned by the Township Committee or the Boards. For all purposes except those specifically assigned to the Zoning Officer by § 10-19A, above, the Planning and Zoning Board Secretary shall be considered the administrative officer as that term is used in the Municipal Land Use Law (N.J.S.A. 40:55D-1 et seq.). The Planning Board Secretary shall cooperate and coordinate activities with the Chairperson of the respective Boards but shall report to and be under the direction of the Township Committee.

There shall be a Construction Official appointed by the Township Committee in accordance with the provisions of N.J.S.A. 52:27D-126 and applicable Department of Personnel Regulations. The Construction Official is charged with the administration and enforcement of the Building Code[1] of the Township and any adopted codes, and of such rules, regulations, amendments and supplements as may be hereafter adopted in an ordinance known as the "Building Code of the Township of Cinnaminson." The Construction Official shall attend meetings of the Building Board of Appeals and any other meetings directed by the Township Committee. The Construction Official shall receive compensation prescribed by the Salary Ordinance.[2]

There shall be a Department of Law, the head of which shall be the Township Attorney. He shall be appointed by the Township Committee for a term of one year commencing on January 1 in the year in which he is appointed and shall be an attorney at law of the State of New Jersey and shall receive the customary fees and charges for legal services performed.
A. 
Powers and duties generally. The Township Attorney shall be the legal advisor to the Township Committee and to all departments except as may be otherwise provided by ordinance. He shall prosecute and defend actions and proceedings by and against the Township and every department thereof. In furtherance of these general powers, and without limitation thereto, he shall:

(1) 
Advise the Township Committee as to the form and sufficiency of all ordinances and resolutions prior to their passage.
(2) 
Review and approve all contracts, deeds, documents and instruments prior to the execution thereof by or on behalf of the Township.
(3) 
Conduct appeals from orders, decisions or judgments affecting any interest of the Township, as he may in his discretion determine to be necessary or desirable, or as directed by the Township Committee.
(4) 
Subject to the approval of the Township Committee, have power to enter into any agreement, compromise or settlement of any litigation in which the Township is involved.
(5) 
Render opinions in writing upon any question of law submitted to him by the Township Committee with respect to their official powers and duties, or the power and duties of any officer of the Township.
(6) 
Maintain a record of all actions, suits, proceedings and matters which relate to the Township's interest, and report thereon from time to time as the Township Committee may require.
(7) 
Have such other and different functions, powers and duties as may be provided by ordinance.
B. 
Special counsel. Whenever he deems the interests of the Township so require, the Township Attorney may, with the approval of the Township Committee and within the limits of available appropriations, appoint special counsel to assist him in the preparation, trial or argument of such legal matters or proceedings as he may determine. If the Township Attorney should be disqualified with respect to any matter, the Township Committee shall appoint special counsel to represent the Township for and with respect to such matter.
C. 
Records and papers. All papers, documents, memoranda, reports and all other materials relating to the administration of the Department of Law shall be and remain the property of the Township. Upon the termination of his service with the Township, the Township Attorney shall forthwith surrender to his successor all such property, together with a written consent to substitution of his successor in all legal actions and proceedings then pending to which the Township is a party.
A. 
Appointment and compensation. A registered municipal accountant of the State of New Jersey shall be appointed by the Township Committee for a period of one year, commencing on January 1 of the year in which he is appointed. The Auditor shall receive such customary fees and charges for work performed.
B. 
Powers and duties. The Auditor shall make the annual audit and shall have the powers and perform the duties prescribed by law, or rules and regulations of the Division of Local Finance in the Department of Community Affairs of the State of New Jersey. He shall also perform such duties and render such services as may be prescribed by the Township Committee.

A. 
The Chief Financial Officer shall be appointed by the Township Committee. The Chief Financial Officer shall receive such compensation as shall be prescribed by the Salary Ordinance.[1]

B. 
Requirements for office. The Chief Financial Officer shall be a certified municipal finance officer. Prior to January 1, 1991, the Chief Financial Officer may be a municipal finance officer who has not yet received certification. The Chief Financial Officer must be certified pursuant to N.J.S.A. 40A:9-140.2 et seq. and P.L. 1988, c. 110, § 2, et seq., by January 1, 1991.
C. 
Duties and powers. The Chief Financial Officer shall carry out the responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB et seq.), with respect to fiscal administration in local government.

A. 
The Township Committee, in its sole discretion, is hereby authorized to appoint a Municipal Hearing Officer to hear cases in its place and stead involving matters pertaining to employee discipline, petitions for removal from office and such other matters as the Committee may designate. The Hearing Officer shall issue a written report setting forth his or her findings of fact and recommended disposition of each matter, including discipline, penalty or removal from office, within the time prescribed by law.
B. 
The compensation to be paid to such Municipal Hearing Officer shall be established by a professional services resolution and contract at a rate to be established by the Township Committee.

A. 
There is hereby established the position of Public Information Officer in the Township of Cinnaminson who shall be appointed by Township Committee and who shall report to the Township Administrator. The Public Information Officer shall carry out such duties and tasks as may be assigned by the Township Committee or the Township Administrator. The Public Information Officer shall be directly responsible for the efficiency and routine day-to-day functions relating to all communications on behalf of the Township (including all of its departments) which communications include, but are not limited to, those effectuated through social media. The Public Information Officer shall, pursuant to the policies established by Township Committee:
(1) 
Be solely responsible for responding to all requests for information from members of the public and media outlets whether those requests are received by the Public Information Officer, a department head, or a member of Township Committee.
(2) 
Plan and develop new media capabilities to enhance public communication, community input, and government transparency.
(3) 
Manage the Township's social media footprint and, except for announcements from the Police Department regarding specific public safety matters (e.g., public emergencies, traffic conditions/accidents, and other public safety matters), approve all social media postings proposed to be posted by any department head or other Township official. The Police Department shall provide notice of such communications to the Public Information Officer as soon as is practicably possible.
(4) 
Prepare, to the extent applicable, the Township newsletter.
(5) 
Draft press releases and other information for distribution to media outlets.
(6) 
Communicate critical information effectively to the public.
(7) 
Where applicable, arrange for interviews of Township officials.
(8) 
Draft, coordinate, and approve all releases by or on behalf of Township departments.
(9) 
Develop and maintain the Township's website in conjunction with appropriate Township employees and/or vendors as may be retained by the Township.
(10) 
Oversee all advertising for the Township.
(11) 
Coordinate the process for billing, payment and delivery of advertisements.
(12) 
Represent the Township, under the supervision of Township Committee or its designee, at special events.
(13) 
Perform other duties as may be assigned by the Township Administrator or the Township Committee.
B. 
In order to effectuate the intent of the foregoing, all Township employees, including civilian and police personnel and other officials, shall refer any media requests (except for OPRA requests and requests to the Police Department regarding specific public safety matters such as public emergencies, traffic conditions/accidents, and other public safety matters) regarding the Township to the Public Information Officer.
C. 
Except as provided above (relating to statements by the Police Department regarding public emergencies and other similar circumstances), no statements or publications shall be made by any Township employee to any news media, including by way of social media, without the express prior approval of the Public Information Officer.
