A.
Superintendent of Public Works. In accordance with the provisions
of N.J.S.A. 40A:9-154.5 et seq., there is hereby established a Department
of Public Works, the head of which shall be known as the Superintendent
of Public Works. The position of Assistant Superintendent of Public
Works is also established, and the person(s) holding such position
shall report to the Superintendent of Public Works. The Department
of Public Works shall have the following roles and functions:
(1)
It shall be responsible for all matters relating to the construction,
management, maintenance and operation of the physical properties of
the Township, other than office supplies, furniture and office equipment.
(2)
It shall provide mechanical services required by any department,
office or agency of Township government except as otherwise directed
by the Township Committee.
(3)
It shall operate and maintain public buildings owned by the Township.
(4)
It shall care for all Township parks and public grounds, including
the trees, lawns and landscaping appurtenant to public buildings and
the recreational areas and facilities operated by the Township.
(5)
It shall install, maintain and repair parking meters authorized by
ordinance.
(6)
It shall provide custodial and janitorial services for all Township-owned
buildings.
(7)
It shall collect or provide for the collection of municipal solid
waste and bulk items.
B.
Within the Department of Public Works, there shall be the Divisions
of: 1) Streets; 2) Sanitation; 3) Buildings and Grounds; and 4) Park
Maintenance. These divisions will be under the supervision of the
Township Superintendent of Public Works.
C.
The Superintendent of Public Works shall be responsible, in his/her capacity as the Director of the divisions described in Subsection B, to devote his/her efforts and attention to the proper and efficient conduct of all public works functions for the municipal government; to supervise and direct the work of the Department, and the divisions therein; to report to the Township Administrator and the Township Committee on a regular basis regarding the projects undertaken by these divisions, the efficiencies of the Department, and any problems associated with same; to handle minor disciplinary matters and grievances within the Department, subject to the approval of the Township Administrator; and such other duties as the Township Committee may prescribe from time to time.
D.
Assistant Superintendent of Public Works. The Assistant Superintendent of Public Works shall carry out the duties conferred upon him/her by the Superintendent of Public Works and/or Township Committee, and in the absence of the Superintendent of Public Works, the Assistant shall have all the duties and responsibilities as defined above in Subsection A of this section.
The duties of the Streets and Roads Division
shall be to:
A.
Maintain and repair all municipal roads.
B.
Maintain and repair all municipal storm and drainage
systems.
C.
Provide for and carry out snow removal and sanding
or salting operation on municipal roads.
D.
Construct and reconstruct such municipal streets as
may be authorized.
E.
Maintain and repair municipal trucks and other motor
vehicles.
F.
Perform other services as may be directed by the Township
Committee and the Superintendent of Public Works.
The duties of the Sanitation Division shall
be to:
The duties of the Building and Grounds Division
shall be to:
A.
Clean, maintain and repair municipal buildings and
facilities.
The Superintendent of Public Works shall be
charged with the duty of overseeing the program of work undertaken
by the Township Committee pursuant to this chapter.
The duties of the Park Maintenance Division
shall be to:
A.
Maintain and repair the municipal playgrounds, play
fields, outdoor recreational facilities, public parks and grounds.
B.
Provide facilities such as baseball fields, basketball
courts, tennis courts, and general seeding, fertilizing and mowing
of grass, etc., in the various recreational facilities within the
limits of the Township of Cinnaminson, pursuant to the recommendations
of the Board of Recreation Commissioners.
The duties of Mosquito Control shall be to:
A.
Perform mosquito control operations in conjunction
with the Township Board of Health and the Burlington County Mosquito
Control Commission.
A.
There shall be a Township Engineer who shall carry out or oversee
all professional engineering analysis; the creation of plans, drawings
and surveys; the design of public works and improvements requiring
the expertise of a licensed civil engineer; the inspection of works
and improvements; and all other technical work requiring a professional
engineering license.
B.
Township Engineer appointment. Eligibility for the position of Township
Engineer requires that (s)he be a civil engineer or association of
civil engineers licensed in and by the State of New Jersey, and have
no less than 10 years' experience as a municipal engineer, with substantial
experience in road construction, construction management, Municipal
Land Use Law, environmental assessments, materials testing, surveying,
traffic studies, drainage, and similar areas. The appointment to this
position shall be made annually by the Township Committee, pursuant
to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A.
40A:11-1 et seq.
C.
Compensation. The Township Engineer shall receive compensation as
authorized by the resolution awarding the Engineer's contract when
adopted by the Township of Cinnaminson.
D.
Duties. The Township Engineer shall have the following responsibilities:
(1)
Review and approve specifications for public works contracts, and
supervise and inspect the execution of such contracts, and certify
satisfactory completion of work to authorize progress payments pursuant
to the contract.
(2)
Provide and maintain maps, plans and specifications, surveys and
other records as may be required on public property work and facilities
owned or operated by the Township.
(3)
Attend all regular, special and adjourned meetings of the Township
Committee at the Township Administrator's request.
(4)
Perform professional engineering functions as required by the Township
Committee and/or Township Administrator.
(5)
Prepare such special reports, surveys, and drawings as may be authorized
by the Township Committee and/or Township Administrator.
(6)
Perform administrative and engineering work in the investigation,
design, construction and maintenance of all public works projects.
(7)
Supervise the preparation of such surveys of either a topographical
property line or construction nature as may be required by the Township.
(8)
Prepare and supervise the preparation of such plans, sketches and
blueprints as may be required by the Township.
(9)
Supervise the maintenance of water and road maps in accordance with
the standards as are established by law.
(10)
Perform all duties as may be required of a municipal engineer
by state statute.
(11)
Supervise and provide the engineering calculations, specifications
and expertise required for the purchase of materials and equipment
as directed by the Township Committee and/or Township Administrator.
(12)
Perform such professional services as may be required in connection
with any capital improvement program, as designated by the Township
Committee and/or Township Administrator.
(13)
Be responsible for all work in connection with the construction,
reconstruction and repair of all Township roads.
(14)
Be responsible for the general administration of contracts with
third parties performing work for the Township in such instances as
he/she may be directed by the Township Committee and/or Township Administrator.
(15)
Perform such consulting and professional services as may be
required by the Cinnaminson Township Committee and as are designated
as the responsibility of the Municipal Engineer under the Municipal
Land Use Law, N.J.S.A. 40:55D-1 et seq., and the ordinances of the
Township relating to subdivision of land, zoning, redevelopment and
stormwater management.
(16)
To the extent appropriate and necessary, enforce state statutes,
rules and regulations and municipal ordinances within his/her jurisdiction
and area of supervision.
(18)
Perform such duties as may be otherwise assigned to the Township
Engineer by the Township Committee, Township Administrator, and/or
Director of the Department of Community and Economic Development.
(19)
Be directly responsible to the Township Administrator and the
Director of the Department of Community and Economic Development.
E.
Records and papers. All papers, documents, memoranda, reports, and
other materials relating to the administration of the Township Engineer
shall be and remain the property of the Township. Upon termination
of his/her services with the Township, the Township Engineer shall
forthwith surrender to his/her successor all such property.
