Any properly identified parking spaces in front of residences, schools, hospitals and other public buildings or public places and in shopping and business districts reserved for the use of handicapped persons and so marked, may be used only by motor vehicles conforming to one of the following:
A. 
Pasted on the windshield of the motor vehicle shall be a state-issued certificate indicating the owner or operator of the vehicle is handicapped and therefore entitled to use the restricted parking place. Such identification shall be issued by the Division of Vocational Rehabilitation Services in the Department of Labor and in accordance with N.J.S.A. 39:4-206, as supplemented and amended.
B. 
The Director of the Division of Motor Vehicles may issue license plates bearing the national wheelchair symbol for handicapped persons who own, operate or lease a vehicle or other transportation furnished on his behalf. Such license plate, in addition to the placard set forth in Subsection A, shall entitle said persons to park in the designated handicapped spaces.
C. 
The Chief of Police shall issue any person who has temporarily lost the use of one or more limbs or is temporarily disabled as to be unable to ambulate without the aid of an assisting device or whose mobility is otherwise temporarily limited, as certified by a physician with a plenary license to practice medicine and surgery; a podiatrist licensed to practice in this state or a bordering state; a physician stationed at a military or naval installation located in this state who is licensed to practice in any state; or a chiropractic physician licensed to practice in this state or a bordering state, a temporary placard not to exceed six months' duration. Such temporary handicapped placard issued under the provisions of this section shall set forth the date on which it shall become invalid. Upon expiration of the temporary device or placard, the person shall no longer be entitled to the use of any restricted parking spaces within the Township of Cinnaminson. The person to whom the temporary placard has been issued shall comply with all of the provisions of N.J.S.A. 39:4-206, as amended and supplemented.[1]

Each and every violator of this chapter or any supplement thereto, upon conviction thereof, shall be liable to a fine of $250 for the first offense and for subsequent offenses a fine of not less than $250 and/or up to 90 days community service on such terms and such form as the court shall deem appropriate, or any combination thereof.
