As used in this Article, the following terms shall have the meanings indicated:
PARK
Includes any park, parkway or reservation within the limits of the Borough of Collingswood which is opened to the public, irrespective of whether or not the same shall be owned by the borough.
No person shall destroy, cut, injure or remove any growing thing, plant, growth or any branch thereof or set fire or assist another to set fire to any timber, shrubs, trees, plants, flowers, grass or plant growth, except at such time when permission to do so shall have been given by proper authority.
No person shall sell or offer for sale any object or merchandise or any other thing, whether corporeal or incorporeal, unless a permit is first obtained therefor from the Board of Commissioners.
No person shall bring into the park or have in his possession therein any rifle, shotgun or fowling piece or any air gun, spring gun, slingshot or other instrument or weapon in which the propelling force is a spring or air, except when authorized by law.
No person shall cause or permit any animal owned by him, in his custody or under his control, except a duly licensed dog when restrained by a leash not exceeding eight feet in length, to be in any park; and each such animal so found at large may be seized and disposed of as provided by the law or ordinance covering disposal of stray dogs.[1] No person shall permit any dog, whether licensed or unlicensed, whether upon a leash or not, to enter any swimming pool maintained for human bathing.

No beer or intoxicating liquors shall be sold within any park or brought into the same for consumption or free distribution therein.
No person shall scatter, drop or leave in any portion of the parks, except in the receptacles provided for the purpose, any piece of paper, rag, garbage, dead flower or other rubbish.
No person shall use threatening, abusive, offensive or insulting language; do any obscene or indecent act; throw stones or other missiles; annoy persons; interfere with, encumber, obstruct or render dangerous any drive, path, walk or public place; do any act tending or amounting to a breach of the peace: engage in, instigate, aid or encourage a contention or fight; assault any person; play games of chance; participate in the conduct of a lottery or use or operate any slot machine, gaming table or instrument; sell fortunes or futures; drink, take, use or have in his possession or be under the influence of any intoxicating liquors, opiates or other habit-forming drugs; cast, throw or deposit on the ice or in the ponds and lakes any sticks, stones, dead animals, offensive matter or substance or other matter that would tend to injure the ice for skating or pollute the pond.

No person shall bathe, wade or swim in any park waters except at such times and in such swimming or wading pools as the Board of Commissioners designates and unless so covered with a bathing suit as to prevent any indecent exposure of the person; nor shall any person dress or undress in any place therein, except in such bathing houses as may be maintained for the purpose, or appear in bathing costumes at any place within the parks except within the limits of the designated bathing places. No person shall bathe, wade or swim in any such duly designated park water or pool unless he shall first have obtained an annual permit therefor. All permits shall be issued for the calendar year only and shall be evidenced by a metal, plastic or other similar tag which shall be visibly displayed upon the bathing suit or the person entitled thereto. Such permits and tags shall be issued upon rates to be determined annually by the Commissioners and the Director of Recreation.

Any person violating any provisions of this Article shall be subjected to a fine or penalty therefor not exceeding $1,000, imprisonment in the county jail for a term not exceeding 90 days or a period of community service for not more than 90 days, or any combination thereof, in the discretion of the court.
