The Commissioner of Public Works is hereby authorized
to promulgate rules and regulations governing the use and enjoyment
of the lakes in Knight Park for ice-skating purposes by the public.
Such rules and regulations shall be submitted,
in writing, to the Board of Commissioners and shall not take effect
until such time as the same have been approved by a majority vote
thereof.
Such rules and regulations, together with any
amendments thereto or supplements thereof, shall be conspicuously
posted at the public view in the Municipal Building, police headquarters
and in the vicinity of the lakes in Knight Park.
Such rules and regulations may provide the time
or times when said lakes shall be used for ice-skating purposes by
the public, as well as the manner or means by which the public is
to be so advised, and may also provide for the proper policing and
control of the use and all activities of said lakes and the surrounding
areas.
No unauthorized person shall lower or remove
said flag or in any way tamper with or remove the same or any sign,
notice or bulletin board posted by the borough in connection with
the use of said lakes for ice-skating purposes.
Any person convicted of violating any of the
provisions of this Article or any of the rules and regulations made
hereunder shall be punished by a fine not exceeding $500 or imprisonment
in the county jail for a term not exceeding 90 days, or both, in the
discretion of the court.
