It shall be unlawful for the owner or owners of lands and premises fronting on sundry streets in the Borough of Collingswood, County of Camden, to permit branches or limbs of their trees and foliage to extend over the sidewalk or public passageway at a height under seven feet.

A Borough representative shall notify all offending parties, and it will be the duty of such offending parties, within 10 days after receiving such notice, to remove branches, limbs or foliage extending over the sidewalk less than seven feet in height.
Should any offending party refuse to remove said limbs, branches or foliage within said 10 days after due notice, they shall be removed under the direction of an officer of the municipality. Such officer shall certify the cost thereof to the governing body, which shall examine the certificate and, if found correct, shall cause the cost as shown thereon to be charged against the lands abutting or bordering such lands, premises, sidewalk or gutter. The amount so charged shall forthwith become a lien upon such land and shall be added to and become and form a part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes, and shall be collected and enforced by the same officer and in the same manner as taxes.

Any person who shall violate any provision of this article or who shall fail to comply with the requirements hereof shall be subject to a maximum fine of $1,000, imprisonment for not more than 90 days or a period of community service for not more than 90 days, or any combination thereof.
