No person, persons, firm or corporation shall construct a driveway or off-street parking area in the Town of Dover until an application for such purpose is made and a permit is issued by the Town. The Town Engineer shall be authorized to review and approve all driveway and off-street parking area construction permits.
A. 
Driveway and off-street parking areas that are constructed in conjunction with an approved site plan by the Planning Board or Board of Adjustment, where said site plan provided the details required herein as part of that site plan, shall be exempt from a driveway and off-street parking permit.
B. 
Driveways and off-street parking areas that are constructed in conjunction with a new single- or two-family dwelling, and said construction details have incorporated the driveway details required herein for review and approval by the Town Engineer prior to the issuance of a building permit by the Construction Official, shall be exempt from a driveway and off-street parking permit.
The application shall set forth and require:
A. 
The applicant and/or owner's name, address, property location.
B. 
Proposed construction schedule.
C. 
A property survey map accurately depicting the current conditions on the property.
D. 
A scaled drawing superimposed on a copy of the above-noted survey indicating the size, location and construction materials to be used, details of proposed walls, identification of utility conflicts.
E. 
Grades, sections and profiles if deemed necessary by the Town Engineer.
F. 
Dimensions and details sufficient to indicate conformance with the applicable zoning requirements.
G. 
The need for a road opening permit, if applicable.
A. 
Before such permit shall be granted for a driveway and/or off-street parking areas, the Town Engineer shall review the plans and application submitted to ensure that the proposed construction meets the requirements of the Town of Dover Code.
B. 
Prior to the use of the constructed driveway and/or off-street parking area, the Town Engineer shall inspect the work and issue a certificate of approval for its use if it is found to be in conformance with the approved permit and applicable codes.
C. 
Use of the driveway and/or off-street parking area without a certificate of approval shall constitute a violation of this chapter.
Before such permit shall be granted for a driveway and/or off-street parking areas, the person, firm or corporation for whom such permit application is made shall pay a fee in the amount of $100 to cover the cost of review and inspection.
