Before the erection or placing of any sign that projects over or within
the lines of any of the streets, highways, lanes, alleys, parks or other public
grounds within the Town of Dover is commenced, the owner, lessee, agent or
builder of the same shall first file detailed drawings in duplicate of such
sign and its supports or fastening in the office of the Inspector of Buildings
of the Town of Dover and obtain from him a permit for each and every sign
to be erected and pay for each of said permits a fee of $2 for the use of
said town.
Any letter, word or words, model, design, device or representation used
in the nature of an advertisement or to attract public attention or announcement
of direction shall be deemed a "sign."
The detailed drawings hereinbefore provided shall show the size, distance
of projection over or within the line of the street, the manner in which it
is to be supported and the supports to which it is to be attached and by which
it is to be fastened and state the material of which the same is to be constructed,
which, in any case, both sign and fastenings shall be of incombustible material.
No sign shall project more than four feet over or within the line of
any street and at all times must be maintained at a height of 10 feet measuring
from the sidewalk to the lowest point of any sign so erected.
The wiring of any sign to be lighted by electric current must be approved
by the National Board of Fire Underwriters or other similar authority as the
Inspector of Buildings shall designate, and a certificate of approval shall
be filed in his office.
Any sign erected by permission granted under this chapter may be summarily
removed by order of the Mayor and Board of Aldermen at any time without notice,
and all signs heretofore erected shall be made to comply with this chapter
with the least possible delay and within such time as may be designated by
the Inspector of Buildings under the direction of the Mayor and Board of Aldermen.
