Any applicant who requests the issuance, reissuance or renewal of any license and/or permit issued by or requiring the approval of the Town of Dover or of any agency or department of the town which issues permits shall be required to pay any and all delinquent municipal property taxes or assessments if he/she is the owner of said property where business or activities are to be conducted.
Any licenses or permits issued by the town or any permit issued by an agency or department of the town may be revoked or suspended by the town when any person, who is the owner of the property upon which the licensed business or activity is conducted, has failed to pay the taxes due on the property for at least three consecutive quarters.
Upon payment of the delinquent taxes or assessments, the licenses or permits shall be restored.
The provisions of this article shall not apply to or include any alcoholic beverage license or permit issued pursuant to the Alcoholic Beverage Control Act.[1]
