There is hereby created the position of Township Administrator.
The Township Administrator shall be appointed by the Mayor with the advice and consent of the governing body. The term of office of the Township Administrator shall be at the pleasure of the Township Committee. Specific terms and conditions of employment shall be set forth in a written agreement to be approved by the Township Committee.
The Township Administrator shall be appointed on the basis of his/her executive and administrative experience and knowledge as determined by the governing body. The possession of an undergraduate degree in public administration, business management, political science or a closely related field is preferred. Previous responsible, successful experience in New Jersey local government and municipal management is required. The Township Administrator shall abide by the Code of Ethics promulgated by the International City/County Management Association regardless of his/her membership in such organization. The Township Administrator shall not engage in any partisan political activity within the Township of East Amwell.

Pursuant to N.J.S.A. 40A:9-138, the Township Administrator may be removed from office by a 2/3 vote of the Township Committee. The resolution of removal shall be in accordance with the terms of the Township Administrator’s contract, Section 4, "Termination," in effect at the time the resolution of removal is adopted. The Township Committee may provide that the resolution shall have immediate effect; provided, however, that the Committee shall cause to be paid to the Township Administrator forthwith following adoption of the resolution any unpaid balance of his/her salary and his/her salary for the time specified in the Administrator’s contract.
Upon removal, resignation or extended leave of the Township Administrator, the Mayor, with the advice and consent of the Township Committee, may appoint a temporary Acting Township Administrator to serve for a period of up to 90 days. Thereafter, depending on the needs of the Township, that appointment may be extended or a new Township Administrator may be appointed.
Annual compensation shall be fixed by the Township Committee in the Salary and Wage Schedule Ordinance.[1]

The Township Administrator shall be the chief administrative officer of the Township responsible to the Township Committee for the proper and efficient administration of all Township affairs with the following powers and duties to the extent not prohibited by law. He/she shall:
A. 
Direct and supervise the administration of all employees of the Township, except as otherwise provided by law.
B. 
As the Township Personnel Officer, develop, administer and enforce personnel policies adopted by the Township Committee. The Township Administrator shall have authority to recommend the hiring, promotion, suspension or discharge of employees. The Township Administrator shall have the authority to discipline employees by oral or written reprimand or suspension not to exceed five days. The Township Administrator shall keep the Township Committee informed of all personnel actions.
C. 
Supervise day-to-day performance of Township employees, and coordinate interdepartmental operations, including those of the Township Attorney, Engineer and Auditor.
D. 
Attend all meetings of, and sit with, the Township Committee, except when excused therefrom by the Committee, with the right to participate in discussions but without the right to vote.
E. 
Coordinate with the Chief Financial Officer the preparation and submission of the proposed annual Township budget to the Township Committee.
F. 
Oversee the Chief Financial Officer's administration of the budget after its adoption, implementation of the programs contained therein, and enforcement of the financial procedures and policies of the Township.
G. 
Delegate specific tasks assigned to him/her by the Township Committee as he/she deems appropriate; however, accountability for the assigned work shall remain with the Township Administrator.
H. 
Coordinate with the Purchasing Agent appointed pursuant to N.J.S.A. 40A:11-9 to oversee the development and enforcement of procedures for the requisitioning, purchase, inspection, receipt, inventory, distribution, and payment for supplies, materials and equipment.

I. 
Review for correctness and recommend all bills and vouchers for payment prior to final approval by the Township Committee.
J. 
In conjunction with the Township's Purchasing Agent, prepare, or cause to be prepared, specifications and related bid documents or requests for proposals. Bid proposals are to be received by the Township Clerk and reviewed by the Township Administrator, the Purchasing Agent, and with such other persons as may be required. The Township Administrator or Purchasing Agent, as appropriate, shall make recommendations on these matters to the Township Committee.

K. 
Evaluate the Township's interest in contracts, franchises and other business transactions. Negotiate, or assist in the negotiation of, contracts for the Township, including insurance contracts, and supervise the performance and faithful execution of such contracts, except insofar as such duties are expressly imposed upon some other Township officer or official by statute or ordinance.
L. 
Assist the Township in its relations with federal, state, county and municipal governments.
M. 
Maintain a continuing review and analysis of the financial operations, work programs, and costs of municipal services, and keep the Township Committee informed as to the conduct of Township affairs.
N. 
Research potential grant funding opportunities. Prepare, or cause to be prepared, grant applications in favor of the Township, for submission upon the direction of the Township Committee.
O. 
Assist the staff members in their relations with Township residents and the general public. Provide assistance to the various boards, standing committees, ad-hoc committees and commissions when requested and as appropriate.
P. 
The Township Administrator shall assist the Township Clerk with the preparation of the agenda for each meeting of the Township Committee and supply facts pertinent thereto to the Township Committee.
Q. 
Perform such other duties as may be required by the Township Committee.
The members of the Township Committee shall communicate official business with Township employees primarily through the Township Administrator. Similarly, Township employees shall communicate official business with members of the Township Committee primarily through the Township Administrator. The Township Administrator may facilitate communications between Township Committee members and individual or groups of employees when, in his/her discretion, it is in the Township's interest to do so.
