The owner or owners, tenant or tenants of lands abutting or bordering upon the public highways in the Township of East Amwell in the County of Hunterdon shall remove or cause to be removed all grass, weeds, brush or other impediments from that part of said public highways abutting or bordering upon their respective lands, within three days after notice to remove the same.
In case such owner or owners, tenant or tenants of any land abutting or bordering upon any such highway shall neglect or refuse to remove such grass, weeds, brush or other impediments from that part of said public highways abutting or bordering upon their respective lands within three days after notice to remove the same, it shall be the duty of the respective overseers of the roads or other officer or officers designated by the Township Committee for that purpose to remove the same.
In all cases where said grass, weeds, brush or other impediments are removed from said highways under and by virtue of the provisions of this chapter by or under the direction of an officer of the said township, such officer shall certify the cost thereof to the Township Committee of said township which shall thereupon examine the certificate and, if found correct, shall cause the cost as shown therein to be charged against the lands abutting or bordering upon such public highway along which the said grass, weeds, brush or other impediments shall have been removed.
The amount so charged shall forthwith become a lien upon such land and shall be added to and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes and to be collected and enforced by the same officers and in the same manner as taxes.
