A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997, to reward members of the Fair Lawn Volunteer Fire Department, Ambulance Corps and Heavy Rescue for their loyal, diligent and devoted services to the residents of the Borough of Fair Lawn.
The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Fair Lawn pursuant to N.J.S.A. 40A:14-183 et seq., and that such plan shall be administered in accordance with the laws of the State of New Jersey, and United States Internal Revenue Code and this chapter.

The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
In order for an individual to be eligible for LOSAP, he or she must be a member of the eligible organization for two years. Those members joining during the months January through June will become eligible for LOSAP in two years. Those members joining during the months of July through December will become eligible for LOSAP in the third year.
B. 
If an individual is a member of multiple eligible organizations, the member must obtain a total of 100 points combined to be eligible for LOSAP. The member must have two complete years in all organizations for those points to be included in the calculation.

C. 
[1]If an individual is on active military leave, the member shall receive 8.33 points per month that he or she is on active duty. A letter from the Chief or the organization must be submitted to the LOSAP Coordinator to verify the leave.

Editor's Note: Former Subsection C, regarding distribution of points for members of three eligible organizations, was repealed 7-16-2019 by Ord. No. 2509-2019. This ordinance also provided for the redesignation of former Subsections D and E as Subsections C and D, respectively.
D. 
Attached hereto and made a part hereof as Schedule A, Sections 1 through 9,[2] which includes but is not limited to eligibility for each volunteer and the Borough of Fair Lawn Length of Service Awards Program (LOSAP) Points Appendixes.

Attached hereto is Schedule B,[1] which includes the referendum question which is being submitted to the Bergen County Clerk for consideration by the voters of the Borough of Fair Lawn at the general election of November 7, 2000.

The program shall provide for annual contributions to a deferred-income account for each active volunteer member that meets or exceeds the eligibility criteria as outlined above. The maximum annual contribution amount may be increased, without public hearing or public question, provided such increased contributions are in accordance with the published consumer price index established and set forth by the State of New Jersey, Division of Local Finance.
The LOSAP Program was approved at the general election held on November 7, 2,000.
